Caithness Autism Parental Support Group We are a small group of parents who live in Caithness.

We occasionaly meet for coffee and a chat in Thurso, to support each other with any issues we may have regarding our children. There is another group in Wick who meet up every second week, should anyone find this easier details can be found below. We occasionally do fundraising to provide support for local children with an Autism Spectrum Condition and we try to organise events for parents/carers in the community.

I/we do not believe that the decision taken to cease to use ("mothball") SCoPE Miller Academy Primary from August 2019 is fair or reasonable, and are certain that it not compliant with the provisions of the Schools (Consultation) (Scotland) Act 2010. These changes must therefore be withdrawn immediately to allow the statutorily-required consultation to be undertaken before any decisions are made. SCoPE Miller cannot be "mothballed" in August 2019.

The 2010 Act states clearly under paragraph 7 of Schedule 1 that any "proposal to vary arrangements for the constitution of a special class in a school other than a special school" requires a full consultation exercise to be undertaken, explicitly before any decision can be made about moving children to an alternative school, whether full time or part time. SCoPE Miller and SCoPE Noss are both Special Classes outwith a special school.

Para 7 of Schedule 2 sets out the "relevant consultees" for any "Special class outwith a special school":
In relation to a proposal specified in paragraph 7 of schedule 1, the consultees are—
(a) the Parent Council or Combined Parent Council of any affected school,
(b) the parents of the pupils at any affected school,
(c) the parents of any children expected by the education authority to attend any
affected school within two years of the date of publication of the proposal paper,
(d) the pupils at any affected school (in so far as the education authority considers them to be of a suitable age and maturity),
(e) the staff (teaching and other) at any affected school,
(f) any trade union which appears to the education authority to be representative of the persons mentioned in sub-paragraph (e),
(g) any other education authority that the education authority considers relevant.

The Act requires under Section 3 that the Education Authority, in this case Highland Council, must meet the initial requirement, which are:
(a) to prepare an educational benefits statement in accordance with section 3,
(b) to prepare (and publish) a proposal paper in accordance with section 4,
(c) to give notice of the proposal to the relevant consultees (and invite representations) in accordance with section 6,
(d) to hold (and give notice of) a public meeting in accordance with section 7,
(e) to involve HMIE in accordance with section 8.

If an Educational Benefits Statement has been produced it has not been communicated to parents at either school affected, and none of the other requirements have been met.

The changes already notified to parents to the Special Classes at both SCoPE Miller ("mothballing") and SCoPE Noss (substantial increase in numbers) both fall withing the scope of the provisions of the Act: they both clearly constitute a
proposal to vary arrangements for the constitution of a special class in a school other than a special school.

All parents of children affected must also be involved in the necessary assessments required under the various disability provisions and rights Acts, which must include a full assessment of how the Secondary education arrangements of the children affected by any changes to SCoPE Miller or SCoPE Noss will work in the face of dislocation from Thurso for the children currently at Miller Academy Primary.

Autism Short Breaks | Funding breaks for carers of autistic adults in Scotland

We hope this information will be of interest to parents/carers of autistic adults (over 16 years):

THE AUTISM SHORT BREAKS PROJECT

The autism short breaks project was launched in November 2015 with the first round of funding being distributed in February 2016. Grants of up to £300 are available for carers of autistic adults over the age of 16.

It is a partnership project delivered by Autism Initiatives, The National Autistic Society Scotland and Scottish Autism. The funding from the project is from the Short Breaks Fund administered by Shared Care Scotland.

The fund is designed to give you control over your Short Break and they welcome applications for as wide a variety of Short Break ideas as possible.

Dear Parent,
This letter is to invite you to be involved in an important consultation on Wednesday 3rd June either at:
10am – 12noon at The Pentland Hotel, Thurso KW14 7AA or
3.30 – 5.30pm at the Pulteney Centre, Wick KW1 5BA
Self-Directed Support (SDS) legislation became law a year ago. It means that families are provided with an individual budget when assessed as eligible for social care support due to the disability or additional support needs of their child.
The budget is intended to add value to what is already working well for families and ensure that they have more choice and control over how to improve the outcomes for their child and family. Please see the leaflet enclosed/attached regarding the options available to families to make best use of their budget.
To date, some families are choosing to use their budget in new and creative ways. Others are taking a more measured approach and continue to make use of existing services. Others might have a mixture of the two.

Due to this change in the law, The Highland Council may need to change how it spends its social care budget now and for the future to make sure that it is spread fairly to those who need it and that all of the SDS options are made available.
There are various alternatives as to how this might happen. The Council are keen to take account of the views of both parent carers and children/young people to help them make those changes. They have asked the Highland Children’s Forum (HCF) to carry out this exercise. HCF is an independent voluntary organisation with a long history of consulting with children and young people with additional support needs and their families.
If you would like to take part, please contact us using the details below. People who are not able to take part in a focus group may have the opportunity to take part through one to one interviews (face-to-face or by phone). Please ask using the details below. Mileage to meetings will be reimbursed.
Once the results of the focus are analysed there will be an opportunity for those who are interested to be further involved.
