Managing procurement can feel complex, especially when councils need to understand regulations, tendering requirements and the right legal agreements to use.

Our Navigating the Procurement Process online course is designed to give local councils a clearer understanding of the procurement process from start to finish, helping you feel more confident when planning upcoming projects.

The course covers key areas including the Procurement Act 2023, when and how to go to tender, developing assessment and evaluation criteria, Invitations to Tender, Find a Tender, value for money, social value, contracts and written agreements.

This online course is suitable for anyone who would like a better understanding of procurement, particularly councils with a project coming up.

This session provides new councillors, and those who would like a refresher, with an introduction to the key responsibilities of serving on a parish or town council.

The course will cover important areas including the role of councillors, meetings and procedures, the legal and regulatory framework, council services and assets, community engagement, local council powers and duties, planning, code of conduct and key terminology.

It is designed to support councillors in developing a clear understanding of their role and responsibilities within local government.

Village of the Year 2026 is now open for entries across Hampshire.

The competition celebrates outstanding communities, local volunteers, community groups, events, open spaces and the people who help villages thrive.

Judges will visit shortlisted villages during August, with winners announced at a special presentation evening in September.

What You Need to Know Officer Training

New clerks, deputies and council assistants often have to get to grips with meetings, legislation, decision-making and council procedures very quickly.

Hampshire ALC’s What You Need to Know Officer Training is an informal, small-group course designed to help new and inexperienced members of staff understand key parts of the role and know where to find support.

The next course begins on Wednesday 24th June 2026, 10:00 to 12:30, at Weybrook Park Golf Club, Basingstoke.

Please note that this course is split over two parts, with Part 2 taking place on Wednesday 1st July 2026.

Topics include the local council context, powers and duties, meetings and decision-making, agenda and minute processes, problem-solving, troubleshooting and useful signposts for further guidance.

It is recommended for staff to attend as soon as possible after appointment, and is also useful for anyone who has been in post for less than a year.

Fees start from £120 + VAT for Hampshire ALC members and development partners.

Local Government Reorganisation Summit - 11th June

To support councils in understanding the potential implications of Local Government Reorganisation, Hampshire ALC is hosting a Local Government Reorganisation Summit on Thursday, 11 June 2026.

This free event will provide members with the opportunity to hear from sector experts, discuss emerging proposals and consider how local councils can prepare for potential changes.

The Summit will also offer an opportunity for councillors and clerks to share views and help ensure the voice of local councils is represented as discussions progress.

For newly appointed clerks and responsible financial officers, the first few weeks in post can involve becoming familiar with a wide range of responsibilities.

Hampshire ALC’s Introduction to the Role of the Clerk online course provides a practical starting point for understanding the basics of the role and how a parish or town council operates.

The course can be completed at your own pace from home and covers key areas including clerk duties, day-to-day administration, meetings, agendas, minutes, governance and finance.

It is also suitable for staff members and councillors taking on the Proper Officer role, and provides a useful foundation before moving on to the What You Need to Know clerks training course.

The fee is £20 + VAT for Hampshire ALC members and development partners.
