Council of Europe. Les travaux du Conseil de l’Europe bénéficient dans une large mesure des actions et de la coopération des ONG, éléments dynamiques de la société. Actuellement, l’un des principaux défis pour l’Organisation est de renforcer le

s ONG et la société civile dans les nouveaux Etats membres et, à l’échelle du continent, de développer la démocratie participative. A cette fin, les programmes de coopération de l’Organisation font une place importante aux ONG partenaires principalement sur la réforme démocratique, les droits de l’homme et l’état de droit. La Conférence des organisations internationales non gouvernementales (OING) du Conseil de l’Europe se compose des délégués représentant les OING dotées du statut participatif auprès du Conseil de l’Europe. Par ce statut, les OING contribuent aujourd’hui activement au processus décisionnel au sein du Conseil de l’Europe et à la mise en oeuvre de ses programmes, veillant ainsi à ce que ces derniers répondent aux aspirations des Européennes et Européens. En 2005, au 3e Sommet du Conseil de l’Europe, à Varsovie, la Conférence des OING est reconnue comme l’un des quatre piliers du Conseil de l’Europe et siège auprès du Comité des ministres, de l’Assemblée parlementaire et du Congrès des pouvoirs locaux et régionaux. La Conférence, créée en 1977, encourage désormais le dialogue entre la société civile et les 3 autres piliers afin de promouvoir la démocratie participative et les droits fondamentaux dans les pays membres. STATUT CONSULTATIF, STATUT PARTICIPATIF

En 1952, le Conseil de l’Europe accorde le statut consultatif aux organisations internationales non gouvernementales (OING) « pour intensifier la participation active de toutes les citoyennes et tous les citoyens à la conduite des affaires publiques ». En novembre 2003, ce statut, s’est transformé en statut participatif pour les ONG internationales, ce qui a permis de reconnaître l’importance de ces dernières dans l’élaboration des politiques du Conseil de l’Europe. Il est réglementé par la Résolution Res(2003)8 du Comité des Ministres. Les OING qui souhaitent l’obtenir doivent être particulièrement représentatives dans le(s) domaine(s) de leur compétence, et au niveau européen partager les objectifs du Conseil de l’Europe et contribuer activement à ses travaux. Environ 400 OING en bénéficient. Ensemble elles constituent la Conférence des OING qui tient plusieurs sessions plénières annuelles pour décider les grandes lignes d’action.

Le Président de la CINGO et le Conseil d’experts sur le droit des ONG ont exprimé leurs préoccupations concernant la récente initiative législative en Roumanie visant à modifier le cadre juridique régissant les associations et les fondations🇷🇴 Les amendements proposés soulèvent d’importantes questions relatives à la liberté d’association, au droit au respect de la vie privée, à la proportionnalité et à l’environnement favorable aux organisations de la société civile🤝La société civile joue un rôle essentiel dans le renforcement de la démocratie, des droits humains et de l’État de droit. Par conséquent, tout cadre juridique affectant les ONG devrait être élaboré dans le cadre de consultations transparentes, inclusives et significatives avec les acteurs de la société civile, et en pleine conformité avec les standards européens en matière de droits humains🌍🕊️

CINGO President and the Expert Council on NGO Law have expressed concerns regarding the recent legislative initiative in Romania to amend the legal framework governing associations and foundations. 🇷🇴⚖️ The proposed amendments raise important questions concerning freedom of association, the right to privacy, proportionality, and the enabling environment for civil society organizations 🏛️ Civil society plays a vital role in strengthening democracy, human rights and the rule of law. Therefore, any legal framework affecting NGOs should be developed through transparent, inclusive and meaningful consultation with civil society actors, and in full alignment with European human rights standards. CINGO’s Expert Council on NGO Law has published its Opinion on the compatibility of Bulgaria’s Law on Interest Representation with European standards🇧🇬⚖️

Transparency in lobbying and interest representation is an important democratic objective. However, any regulation affecting NGOs must remain fully aligned with the principles of legality, proportionality, freedom of association, freedom of expression and meaningful civil participationThe Opinion invites the Bulgarian authorities to use the one-year moratorium on sanctions to conduct inclusive consultations with civil society and revise the Law in line with European standards🌍

Le Conseil d’experts sur le droit des ONG de la CINGO a publié son Avis sur la compatibilité de la Loi bulgare relative à la représentation d’intérêts avec les standards européens🇧🇬⚖️

La transparence en matière de lobbying et de représentation d’intérêts constitue un objectif démocratique important. Toutefois, toute réglementation affectant les ONG doit rester pleinement alignée avec les principes de légalité, de proportionnalité, de liberté d’association, de liberté d’expression et de participation civile effective🤝L’Avis invite les autorités bulgares à utiliser le moratoire d’un an sur les sanctions afin de mener des consultations inclusives avec la société civile et de réviser la Loi conformément aux standards européens🌍

Civil participation is essential for strong democracies🗣️

CINGO has published two new country reports on civil participation in Serbia and Greece, following its 2025 country visits. The reports highlight key challenges for civic space, NGO participation, public consultation and public trust, while calling for stronger cooperation between authorities and civil society🤝

La Conférence des OING du Conseil de l’Europe a publié deux nouveaux rapports nationaux sur la participation civile en Serbie et en Grèce, à la suite de ses visites de pays en 2025. CINGO a pris part à la réunion du Conseil mixte sur la jeunesse à Budapest 🇭🇺

Lors de la 54e session de cette réunion, qui a une nouvelle fois mis en lumière l’importance de la collaboration, de la cogestion et de processus décisionnels inclusifs construits avec les jeunes et pour les jeunes, l’organe décisionnel cogéré du secteur jeunesse a examiné plusieurs initiatives majeures et pris des décisions clés qui façonneront la poursuite de ses travaux. 👌

Nous adressons nos sincères remerciements au Département Jeunesse du Conseil de l’Europe pour son engagement, son leadership et son partenariat tout au long de cette importante réunion. 🤝

Alors que CINGO célèbre son 50e anniversaire, le renforcement de la participation des jeunes à travers la société civile demeure une priorité claire🥇

CINGO took part in the Joint Council on Youth meeting in Budapest 🇭🇺

During the 54th session of the meeting, which once again highlighted the importance of collaboration, co-management, and inclusive decision-making processes built with young people and for young people, the youth sector’s co-managed decision-making body discussed several significant initiatives and took key decisions that will shape the sector’s ongoing work👌

Our sincere thanks to the Council of Europeof Youth Department for their commitment, leadership, and partnership throughout this important meeting🤝

As CINGO marks its 50th year, strengthening youth participation through civil society remains a clear priority🥇

CINGO’s Committee on the European Social Charter and its Monitoring Mechanisms reaffirms its strong support for the Revised European Social Charter as a cornerstone for the protection of economic and social rights across Europe.

At the High-Level Conference on Social Rights and the European Social Charter, held under the Moldovan Presidency of the Committee of Ministers in Chișinău on 18–19 March 2026, the Committee also renewed its call for all member states to accede to the Revised Charter and sign the Additional Protocol on collective complaints, without exclusions.

Social rights are essential to restoring trust in democracy, ensuring long-term stability, and guaranteeing that no one is left without protection. Civil society will continue to mobilize for full ratification of the Charter and for broader access to collective complaint procedures, including for national NGOs.
