Hundreds of international graduates gathered in Calgary after their Post-Graduation Work Permit applications were refused.

Students say they enrolled in continuing education programs believing they were PGWP-eligible, paid approximately $32,000 in tuition, and spent thousands more on rent, food, and living expenses. Many worked part-time and invested their savings with the expectation of receiving a work permit after graduation.

According to the students, around 50 graduates from the same programs had previously received approvals. However, beginning in July 2026, hundreds received similar refusal letters stating that their programs were classified as non-credit and therefore did not meet PGWP requirements.

IRCC says graduating from a Designated Learning Institution does not automatically guarantee a PGWP, as both the institution and the specific program must qualify. Students argue that the non-credit clarification appeared only recently, without a transition period for those who had enrolled under earlier information.

They are now demanding transparency, reconsideration of their applications, and fair treatment for students who invested years of time and savings based on the information provided to them.

The Portage Students Union has formed a coalition representing graduates across Canada and says approximately 1,500 former students may have been affected.

In a letter sent to the federal government, the organization says those graduates generally enrolled before June 24, 2026, completed their studies before or around that date, submitted complete PGWP applications before June 24 and complied with all study permit conditions.

Married for more than 60 years, he described them as kind, independent people who set an example of what a loving marriage should be and remained devoted to one another until the very end.

The explosion happened after a vehicle struck the apartment building near 132 Avenue and 82 Street, rupturing a natural gas line and sparking a fire that severely damaged the building.
