Youth-Led Shelter Recovery in Teknaf

Following the heavy rainfall and flooding in Teknaf, Cox’s Bazar, many families were left with damaged houses and shelters, putting their safety and dignity at risk.

In response, Activista Teknaf, led by young women, stepped forward to support affected communities. The youth team conducted a rapid assessment, visited affected households, and worked closely with the local government and Upazila administration to verify and finalise the list of families requiring immediate shelter repair support.

What makes this initiative particularly meaningful is its young women-led approach to community recovery. The selected households received financial support directly through their bank accounts, enabling them to purchase the necessary materials for repairing their homes according to their specific needs.

The young women-led team will continue to monitor the repair process, ensuring that the support reaches the intended families and contributes to safe, dignified, and resilient shelters.

This is more than shelter repair. It is about putting young people, especially young women, at the centre of humanitarian action, community decision-making, accountability, and recovery.

When communities lead, recovery becomes more inclusive, transparent, and sustainable.

টেকনাফে যুবদের চার দফা দাবির অন্যতম দাবি-শাহপরীর দ্বীপের জালিয়াপাড়ায় নিরাপদ সুপেয় পানির স্থায়ী ব্যবস্থা নিশ্চিত করা।
এই দাবির প্রেক্ষিতে আজ জনস্বাস্থ্য প্রকৌশল অধিদপ্তর (DPHE) ও উপজেলা প্রকল্প বাস্তবায়ন কর্মকর্তা (PIO)-এর প্রতিনিধিরা Activista -এর উত্থাপিত দাবির আলোকে জালিয়াপাড়ার পরিত্যক্ত পানি প্ল্যান্ট ও এলাকার বর্তমান পানির পরিস্থিতি সরেজমিনে পরিদর্শন করেন।
পরিদর্শনের মাধ্যমে জালিয়াপাড়ার মানুষের দীর্ঘদিনের পানি সংকট, পরিত্যক্ত পানি প্ল্যান্টের বর্তমান অবস্থা এবং সম্ভাব্য সমাধানের বিষয়গুলো পর্যবেক্ষণ করা হয়।
নিরাপদ পানি মানুষের অধিকার জালিয়াপাড়ার মানুষের এই দাবি বাস্তবায়নে Activista-এর অ্যাডভোকেসি কার্যক্রম অব্যাহত থাকবে।

We are pleased to share that Unity for Development & Opportunity of Youth (UDOY) has successfully contributed to the implementation of the “Assignment for CSO Mapping and Profiling and Listing of Community Groups, Committees, CBOs and Occupational Groups” under the Baseline Study of the FIVDB BGD 1063 SIGA Project, contracted by GPAD.
Recognizing UDOY’s strong local presence and community engagement in Teknaf, GPAD selected UDOY as a local implementation partner to support this important research initiative. Through this assignment, UDOY facilitated data collection activities in Hnila Union (host community) and Rohingya Camps 24, 25 and 27, helping ensure that the voices, experiences, and realities of both host and refugee communities were accurately represented. The assignment involved collecting data from approximately 600 households through a comprehensive digital survey consisting of more than 250 questions using Kobo Collect. In addition, UDOY worked closely with the GPAD team in facilitating engagement with various NGOs, INGOs, Community-Based Organizations (CBOs), community groups, and key stakeholders through Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) across Teknaf. This achievement reflects more than the successful completion of a data collection assignment it demonstrates the capacity of local youth-led organizations to contribute meaningfully to research, evidence generation and development programming. By supporting the collection of reliable baseline data, UDOY has played a role in strengthening the foundation for informed decision-making and effective community development interventions. We sincerely thank FIVDB and GPAD for their trust and partnership. UDOY remains committed to promoting youth leadership, community participation and evidence-based development initiatives that create positive and lasting impact in Teknaf and beyond.

দুর্যোগের সময় ক্ষতিগ্রস্ত মানুষের পাশে Unity for Development & Opportunity of Youth -UDOY ও Activista Teknaf

টানা অতিবৃষ্টি ও পাহাড়ি ঢলের কারণে টেকনাফ উপজেলার টেকনাফ পৌরসভা, সদর ইউনিয়ন, সাবরাং ইউনিয়ন এবং হ্নীলা ইউনিয়নের বিস্তীর্ণ এলাকা পানিতে প্লাবিত হয়েছে। বিশেষ করে শাহপরীর দ্বীপের জালিয়াপাড়া, মাঝেরপাড়া, ক্যাম্পপাড়া, সাবরাং আলীর ডেইল, কুড়ের মুখ, হাদুরছড়া, হারিয়াকালীসহ বিভিন্ন নিম্নাঞ্চলের অসংখ্য পরিবার পানিবন্দি হয়ে চরম দুর্ভোগের মধ্যে পড়েছে।
এই সংকটময় পরিস্থিতিতে SHED ও ActionAid Bangladesh-এর সহযোগিতায় UDOY এবং Activista Teknaf Emergency Response Team-এর স্বেচ্ছাসেবীরা ক্ষতিগ্রস্ত এলাকায় পৌঁছে পানিবন্দি পরিবারগুলোর খোঁজখবর নেন এবং তাদের সার্বিক পরিস্থিতি মূল্যায়ন করেন। জরুরি প্রয়োজনে অসুস্থ, শিশু, নারী ও বয়স্ক ব্যক্তিদের প্রাথমিক চিকিৎসাসেবা (Basic Medical Support) প্রদান করা হয় এবং প্রয়োজনীয় ওষুধ বিতরণ করা হয়। একই সঙ্গে ঝুঁকিপূর্ণ এলাকায় বসবাসকারী পরিবারগুলোকে প্রয়োজনে নিকটস্থ আশ্রয়কেন্দ্রে চলে যাওয়ার পরামর্শ দেওয়া হয়। পাশাপাশি প্রতিটি ক্ষতিগ্রস্ত পরিবারের ক্ষয়ক্ষতি, জরুরি চাহিদা এবং মানবিক প্রয়োজনের তথ্য সংগ্রহ করে একটি Rapid Damage and Needs Assessment (RDNA) পরিচালনা করা হয়। মাঠ পর্যায়ে প্রস্তুতকৃত এই ক্ষয়ক্ষতির তালিকা ও প্রাথমিক মূল্যায়ন প্রতিবেদন ActionAid Bangladesh-এর কাছে প্রেরণ করা হয়েছে, যাতে ক্ষতিগ্রস্ত পরিবারগুলোর জন্য দ্রুত ও কার্যকর মানবিক সহায়তার পরিকল্পনা গ্রহণ করা যায়।
দুর্যোগের এই কঠিন সময়ে মানুষের পাশে থাকা আমাদের দায়িত্ব। স্থানীয় জনগণের জীবন, নিরাপত্তা ও মর্যাদা রক্ষায় আমরা আমাদের প্রচেষ্টা অব্যাহত রাখব।

জলবায়ু সহনশীল ও অন্তর্ভুক্তিমূলক টেকনাফ গড়তে যুবদের চার দফা দাবিতে উপজেলা পর্যায়ের বহুপক্ষীয় অ্যাডভোকেসি সভা অনুষ্ঠিত

আজ টেকনাফ উপজেলা শিল্পকলা একাডেমিতে Unity for Development & Opportunity of Youth -UDOY এবংActivista Teknaf -এর যৌথ আয়োজনে, SHED -এর Action for Transformation (A4T) Project এবং ActionAid Bangladesh -এর সহযোগিতায় অনুষ্ঠিত হয়েছে উপজেলা পর্যায়ের একটি বহুপক্ষীয় অ্যাডভোকেসি সভা। সভায় সরকারি দপ্তর, স্থানীয় প্রশাসন, উন্নয়ন সংস্থা, গণমাধ্যম, সুশীল সমাজ এবং যুব প্রতিনিধিরা একত্রিত হয়ে জলবায়ু সহনশীল, নিরাপদ ও অন্তর্ভুক্তিমূলক টেকনাফ গঠনে প্রয়োজনীয় পদক্ষেপ নিয়ে আলোচনা করেন। সভায় প্রধান অতিথি হিসেবে উপস্থিত ছিলেন টেকনাফ উপজেলা নির্বাহী কর্মকর্তা (ইউএনও) এস. এম. অনীক চৌধুরী। বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন উপজেলা প্রকল্প বাস্তবায়ন কর্মকর্তা (PIO) হাবিবুর রহমান, জনস্বাস্থ্য প্রকৌশল অধিদপ্তর (DPHE)-এর প্রতিনিধি মো. ফারুক হোসেন, উপকূলীয় বন বিভাগের রেঞ্জ কর্মকর্তা বশির আহমেদ খান, HYSAWA, বাংলাদেশ রেড ক্রিসেন্ট সোসাইটি, CPP, UDMC-এর প্রতিনিধিবৃন্দ, স্থানীয় শিক্ষক, গণমাধ্যমকর্মী, ActionAid Bangladesh-এর ইনস্পিরেটর সুমাইয়া সুমা, SHED-এর কর্মকর্তাবৃন্দ, Activista Teknaf Team এবং UDOY-এর সদস্যবৃন্দ।
সভায় যুবদের পরিচালিত গবেষণা, Key Informant Interview (KII), Focus Group Discussion (FGD), কমিউনিটি পরামর্শ এবং সাইক্লোন সেন্টার মূল্যায়নের ভিত্তিতে প্রস্তুতকৃত প্রমাণভিত্তিক অ্যাডভোকেসি প্রতিবেদন এবং যুবদের চার দফা দাবি নিয়ে PowerPoint Presentation উপস্থাপন করেন UDOY-এর Founder & President, Mohammad Sohel এবং Women & Child Affairs Secretary, Ripa Akter। তাঁদের উপস্থাপনায় মাঠপর্যায়ের বাস্তবতা, তথ্য-উপাত্ত, কমিউনিটির অভিজ্ঞতা এবং বাস্তবসম্মত সুপারিশ তুলে ধরা হয়, যা উপস্থিত সকলের প্রশংসা অর্জন করে।
একই সঙ্গে Activista Theatre Team নাটকের মাধ্যমে মাঠপর্যায়ের বাস্তব সমস্যা তুলে ধরে এবং একটি ভিডিও ডকুমেন্টারির মাধ্যমে কমিউনিটির কণ্ঠস্বর ও গবেষণার ফলাফল উপস্থাপন করে, যা উপস্থিত সরকারি কর্মকর্তা ও অংশীজনদের মধ্যে ইতিবাচক সাড়া সৃষ্টি করে।

যুবদের চার দফা দাবি:
১. টেকনাফের সকল সাইক্লোন সেন্টারকে জেন্ডার-সংবেদনশীল করা।
২. দুর্যোগ ব্যবস্থাপনা কমিটিতে (DMC/UDMC) অর্থবহ যুব প্রতিনিধিত্ব নিশ্চিত করা।
৩. শাহপরীর দ্বীপের জালিয়াপাড়ায় নিরাপদ সুপেয় পানির স্থায়ী ব্যবস্থা গ্রহণ।
৪. হ্নীলা ইউনিয়নের টেকসই উপকূলীয় বেড়িবাঁধ উন্নয়ন এবং বেড়িবাঁধের উভয় পাশে পরিবেশ উপযোগী বৃক্ষরোপণ নিশ্চিত করা।

আলোচনায় সংশ্লিষ্ট সরকারি দপ্তরগুলো দাবিগুলো বাস্তবায়নে প্রয়োজনীয় উদ্যোগ গ্রহণের অঙ্গীকার ব্যক্ত করেন। DPHE জালিয়াপাড়ার পানি সংকট নিরসনে দ্রুত সরেজমিন পরিদর্শনের আশ্বাস দেয় এবং উপকূলীয় বন বিভাগ হ্নীলা ইউনিয়নের বেড়িবাঁধ এলাকায় পরিবেশ উপযোগী বৃক্ষরোপণে সহযোগিতার প্রতিশ্রুতি প্রদান করে।
প্রধান অতিথি ইউএনও এস. এম. অনীক চৌধুরী যুবদের নেতৃত্বে পরিচালিত এই প্রমাণভিত্তিক অ্যাডভোকেসি উদ্যোগকে সময়োপযোগী, কার্যকর এবং অনুসরণযোগ্য উদ্যোগ হিসেবে উল্লেখ করেন। তিনি যুবদের গবেষণা, তথ্য-উপাত্ত, থিয়েটার পরিবেশনা এবং ভিডিও ডকুমেন্টারির প্রশংসা করেন এবং উপজেলা প্রশাসনের পক্ষ থেকে জলবায়ু সহনশীল উন্নয়ন, নিরাপদ সুপেয় পানি, জেন্ডার-সংবেদনশীল সাইক্লোন সেন্টার এবং দুর্যোগ ব্যবস্থাপনায় যুবদের অংশগ্রহণ নিশ্চিত করতে প্রয়োজনীয় সহযোগিতার আশ্বাস প্রদান করেন।

Youth-led Evidence-Based Advocacy with Local Government and Relevant Stakeholders.

Today, Unity for Development & Opportunity of Youth (UDOY) successfully organized an advocacy meeting under the Youth-led Peacebuilding and Social Cohesion (YPSC) Project – Bangladesh & Myanmar, implemented by UDOY with the support of ActionAid Bangladesh , co-funded by the European Union, and in collaboration with SHED .
The advocacy focused on promoting the meaningful participation of youth and young women in the Standing Committees of Hnila Union Parishad and strengthening inclusive, transparent, and accountable local governance.
The event was graced by Mr. Mohammad Ali, Acting Chairman of Hnila Union Parishad, as the Chief Guest. Participants included Union Parishad members, reserved women members, Standing Committee members, Union Disaster Management Committee (UDMC) members, religious leaders, youth representatives, women representatives, and other respected community stakeholders.
The session was moderated by Samina Razia, Advisor of UDOY, while the welcome remarks were delivered by Mohammad Sohel, Founder and President of UDOY. Mr. Ashif Taijul, Field Facilitator of the YPSC Project, also addressed the audience, emphasizing the importance of responding to youth voices and ensuring meaningful participation of young people in local governance and decision-making processes. During the event, two female youth members of UDOY presented the findings of a field survey involving more than 120 community members. The findings revealed that most respondents were unaware of the existence and functions of the 13 Standing Committees of the Union Parishad. At the same time, a large majority highlighted the need for greater participation of youth and young women, regular committee meetings, and capacity-building for committee members to make the committees more effective and responsive. Based on these findings, UDOY presented a set of evidence-based recommendations to the Union Parishad.
A major outcome of the advocacy was the commitment expressed by Hnila Union Parishad to include qualified youth and young women in the newly formed Standing Committees. Furthermore, UDOY and Hnila Union Parishad signed a Memorandum of Understanding (MoU) to strengthen youth participation in the Union Disaster Management Committee (UDMC), demonstrating a shared commitment to inclusive local governance and community resilience. This advocacy represents another important step toward ensuring that young people are recognized not only as beneficiaries of development but also as active partners in shaping local policies, strengthening democratic governance, and building peaceful, resilient communities.
