SPOTLIGHT ON MR. ALI HAMIR, SC – FORMER LAZ PRESIDENT

During his tenure as President of the Law Association of Zambia (LAZ), Mr. Ali Hamir, SC, displayed exemplary leadership and unwavering dedication to the legal profession. Reflecting on his proudest moments, he highlighted LAZ’s resilience during challenging times, including navigating through a state of emergency when many lawyers were hesitant to serve.

Notably, under his leadership, LAZ provided critical legal aid to individuals facing severe charges, such as treason, ensuring justice was served. He also pioneered outreach programs by collaborating with companies like Citibank to educate the public on legal and financial matters, thereby enhancing legal literacy.

Mr. Hamir’s innovative approach and commitment to service have left a lasting legacy, inspiring the current and future generations of legal practitioners.

SPOTLIGHT ON MR. ELIJAH BANDA, SC - LAZ PRESIDENT (2007-2009)

During his tenure as President of the Law Association of Zambia, Mr. Elijah Banda, SC, made significant strides that left an enduring impact on the legal profession. Among his proudest achievements was refocusing on the National Legal Aid Clinic for Women, strengthening its capacity to provide critical support to women in need of legal assistance. He also championed international collaborations, fostering strategic partnerships with organizations such as the Southern Africa Development Community Lawyers Association (SADCLA) and the South London Law Society.

One of the highlights of his leadership was facilitating a delegation of 70 to 80 Zambian lawyers to attend the SADCLA-LA conference in Dar es Salaam, an initiative that promoted knowledge exchange and strengthened regional ties among legal professionals. Mr. Banda also played a pivotal role in advocating for robust institutional frameworks, ensuring that LAZ operated on a stronger, more sustainable foundation. His legacy is one of commitment, progress, and a vision for a more inclusive and effective legal system.

Last Thursday, 15th November 2024, a delegation from USAID’s Zambia Accelerating Transparency and Integrity (ZATI) project paid a courtesy visit to the LAZ Council at the LAZ House in Lusaka. The visiting team included Mr. Sydney Watae, Country Director for USAID's ZATI project, Ms. Nurhayati McNally - Senior Grants Manager, and Mr. Lavu Phiri, Senior Partnership Lead.

Representing the Law Association of Zambia (LAZ) were President Mr. Lungisani Zulu, Vice President Ms. Matilda Chileshe Kaoma, and Executive Director Mr. Edward Sakala.

The Zambia Accelerating Transparency and Integrity (ZATI) Activity is strengthening the accountability ecosystem to detect, deter and sanction corruption in Zambia. Part of the USAID Global Accountability Program, ZATI supports institutional and policy reforms in anti-corruption agencies, beneficial ownership transparency in the private sector, asset disclosure and public procurement transparency.

The meeting focused on exploring potential areas of collaboration, particularly in institutional and legal reforms. Discussions also touched on USAID's Global Accountability Program (GAP) and how LAZ could participate in its global programs.

SPOTLIGHT ON FORMER LAZ PRESIDENT - MR. MUSA MWENYE, S.C.

During his tenure as President of the Law Association of Zambia between April and December 2011, Mr. Musa Mwenye, S.C., championed the voice of legal practitioners on the national stage, making LAZ a respected pillar in the push for good governance.

His leadership was marked by key initiatives, including the first-ever proposal and planning phase for the construction of the LAZ House. This visionary project set the foundation for future presidents to continue towards a permanent home for the Association.

Although Mr. Mwenye's tenure was short (as he was appointed Solicitor General and later Attorney General of the Republic of Zambia), his dedication to strengthening the Association's advocacy role and his commitment to advancing civil liberties remain a proud legacy in LAZ's history.

A United Nations (UN) delegation from Political and Peacebuilding Affairs, led by Mr. Michael Kingsley, Director of DPPA-DPO at UN Headquarters in New York, accompanied by Mr. Martinho Chachiua, Head of DPPA/SALT based in Gaborone, Botswana, paid a courtesy call on the LAZ Council on Tuesday, 12th November 2024.

The delegation of two, currently touring Central and Southern African countries including Malawi, Zambia and Bostwana, was accompanied to LAZ by Ms. Noria Mashumba, the Peace and Development Advisor for the UN in Zambia, Mr. Takawira Musavengana, Senior Elections Advisor at UNDP Zambia, and Mr. Anganile Mwenifumbo from the Office of the United Nations High Commissioner for Human Rights (OHCHR) in UN Zambia.

The LAZ delegation was led by Vice President Ms. Matilda Chileshe Kaoma, accompanied by Honorary Secretary Mr. Arnold Kaluba, Honorary Treasurer Ms. Womba Kankondo, and LAZ Executive Director Mr. Edward Sakala.

The discussions focused on key governance issues and explored areas of mutual interest.

SPOTLIGHT ON FORMER LAZ PRESIDENT LINDA KASONDE

Ms. Linda Kasonde made history as the first female President of the Law Association of Zambia (LAZ), serving from 2016 to 2018. During her tenure, she demonstrated exceptional leadership and a strong commitment to justice and the rule of law.

She led LAZ in several high-profile court cases, fiercely defending the Constitution and safeguarding the independence of the judiciary. One of her outstanding accomplishments was leading the Association in a lawsuit against the government, challenging the amendment of the Public Order Act.

Her presidency was marked by efforts to strengthen the legal framework, including calls for the implementation of reforms that enhance access to justice for all Zambians.

As a champion for women's rights, Ms. Kasonde initiated programs aimed at empowering female lawyers and addressing gender disparities within the legal profession.

Ms. Linda Kasonde's legacy continues to inspire many lawyers, particularly women, to take up leadership roles and champion the cause of justice with courage and integrity.

The Law Association of Zambia (LAZ) - House & Welfare Committee last week Friday 8th November, hosted the Copperbelt 2024 End of Year Party at Nkana Golf Club, celebrating achievements in the legal profession under the theme, “LAZ: Then & Now.”

The Council of LAZ was represented by the President, Mr. Lungisani Zulu, LAZ Honorary Secretary Mr. Arnold Kaluba, Honorary Treasurer Ms. Womba S. Kankondo, and LAZ Council Members Ms. Martha Kashala Mr. Sholomo Mulenga and Ms. Mary Mwansa.

Speaking during the event, Guest of Honour, Hon. Lady Justice Dr. W.S. Mwenda, Judge-in-Charge of Ndola, in the company of Kitwe High Court Judge in Charge Hon. Justice Enias Chuulu, commended LAZ for its progress and emphasized the importance of honouring men and women of integrity, who have contributed greatly to the legal profession. She challenged younger lawyers to emulate the high ethical standards set by senior counsel, reiterating the legal fraternity’s role in upholding ethics both in law and society.

And LAZ President Mr. Lungisani Zulu, encouraged the legal profession to continue serving society and acknowledged the unity within LAZ on the Copperbelt. He recognized the event as a platform to celebrate distinguished members whose contributions inspire excellence within the profession.

A total of 17 award recipients were honoured for long service namely, Mr. Julius Bikoloni Sakala SC - 59 years, Mr. William Boli Nyirenda SC 43 years, Mr. Elijah Chola Banda SC - 38 years, Commissioner Mohan Chugani - 49 years, Mr. Elack Ndhlovu - 46 years, Mr. Richard Nsofu Mandona - 46 years Mrs. Irene Theresa Mundia (Retired) - 45 years, Mrs. Constance Shiaka (Retired) - 45 years, Mr. John Marcelinus Kapasa - 44 years, Mr. Douglas Bryson Mupeta - 44 years, Mr. Frank Musalile Lwambano - 42 years, Mr. John Lubumbe Kabuka - 41 years, Mrs. Julia Christine Zulu-Chaila - 40 years, Mrs. Rita Noah Nsokolo Nachula-Twumasi - 40 years, Mr. Matyola Patrick Ndulo - 39 years, Mr. Samuel Gyamera Atta Twumasi - 38 years, and Mr. Vincent Kaunda Mwewa - 38 years.

Additionally, Mr. Edward Sakala, the Executive Director of LAZ, was honored for his exemplary and distinguished service to the Association.

The event included an engaging Table Talk session titled “LAZ Then & Now,” featuring insightful contributions from Mr. William Nyirenda, SC, Mr. Elijah C. Banda, SC, and the current LAZ President, Mr. Lungisani Zulu.

The Law Association of Zambia extends its heartfelt gratitude to ECB Legal Practitioners founded by Mr. Elijah C. Banda SC, and other partners who sponsored the event for their generosity. Their support made this celebration a success.

Today, we bid a heartfelt farewell to Fr. Alexander Muyebe, SJ, Director of the Jesuit Centre for Theological Reflection (JCTR) a dedicated Jesuit Priest and Legal Practitioner. Fr. Muyebe will be laid to rest at Kasisi Cemetery after a solemn Mass held this morning at St. Ignatius Parish in Lusaka, following his untimely passing on 8th November 2024.

Mourners gathered at St. Ignatius Parish from all walks of life, including members of the Church, Judiciary, Diplomatic Community, and Civil Society to pay their last respects.

During last night's vigil, LAZ President Mr. Lungisani Zulu paid tribute to Fr. Muyebe, highlighting his eight-year legal career marked by resilience, passion, and an unwavering commitment to Justice. Mr. Zulu described his passing as a profound loss to the Legal Profession, Church, and Nation.

May His Soul Rest In Eternal Peace. 🕊️

A delegation from the United Republic of Tanzania, led by Deputy Solicitor-General Ms. Alice Mtulo, paid a courtesy call on the President of the Law Association of Zambia (LAZ), Mr. Lungisani Zulu, and the Secretary General of the Lusaka International Arbitration Centre (LIAC), Ms. Nakasamba Banda-Chanda, at LAZ House in Lusaka on Wednesday afternoon.

The purpose of this benchmarking visit was, amongst other things, to enhance the capacity of officials in Tanzania's Office of the Solicitor General, and to explore best practices at the Lusaka International Arbitration Centre.

Ms. Mtulo was accompanied by Ms. Mercy Kyamba, Assistant Director of Quality Assurance in the Office of the Solicitor General, and Ms. Luciana Kikala, State Attorney from the same office. On the Zambian side, Mr. Zulu and Ms. Banda-Chanda were joined by LIAC Deputy SG Ms. Kadidja Sidibe, LAZ Honorary Secretary Mr. Arnold Kaluba, LAZ Honorary Treasurer Ms. Womba S. Kankondo, and LAZ Council Members Ms. Martha Kashala and Ms. Valerie Kawangu.

LAZ, in liaison with the Chartered Institute of Arbitrators (Zambia), continues to work in collaboration, reiterating the growing need to adopt Alternative Dispute Resolution (ADR) mechanisms in resolving commercial disputes.

The Law Association of Zambia (LAZ) was honored to host the 2024 African Bar Association (AFBA) four-day Conference in Lusaka, bringing together over 200 esteemed legal professionals, thought leaders, and advocates from across the continent, under the theme “Building Credible Legal Frameworks to Enhance Intra-African Trade, Project Financing, and Industrialization of Africa,”

This year’s conference provided a valuable platform to address the legal, economic, and social pathways toward Africa’s development.
The conference featured insightful discussions on topics essential to strengthening Africa’s integration and resilience. The conference highlighted the importance of building adaptable, Africa-centered legal frameworks that address the continent’s unique challenges.

The President of the Law Association of Zambia (LAZ) and the entire LAZ Council extend heartfelt congratulations to His Lordship Hon. Dr. Justice Mumba Malila on receiving the 2024 African Bar Association (AFBA) Medal for Merit in Leadership, presented to him on October 28th during the ongoing AFBA 2024 Annual Conference, hosted by LAZ at the Kenneth Kaunda International Conference Centre in Lusaka. The conference theme is “Building Credible Legal Frameworks to Enhance Intra-African Trade, Project Financing, and Industrialization of Africa.”

Other Zambian honorees included Dr. Rodgers Chongwe SC, former AFBA and LAZ President, represented by his granddaughter, as well as former LAZ President Mr. Ali Hamir SC and Mr. Chifumu Kingdom Banda SC, who also received prestigious legal awards among many other distinguished African recipients.

The four-day AFBA Annual Conference, officially opened by Justice Malila, has gathered over 200 delegates from across the African continent, including representatives from Nigeria, Ghana, the DR Congo, Gambia, Tanzania, Liberia, Uganda, Sierra Leone, Algeria, South Sudan, Egypt, Côte d'Ivoire, and Tunisia.

Notable attendees at the conference include President of the African Bar Association Mr. Hannibal Uwaifo, LAZ President Mr. Lungisani Zulu, Solicitor General Mr. Marshal Muchende SC, Attorney General of Nigeria Prince Lateef Fagbemi SAN, Keynote Speaker Prof. Emmanuel Ibe Kachikwu, Associate Justice of Liberia, His Honour Yamikhani QuiQui Gibeisay, Senior Vice President AfBA Mr. Ibrahim Eddy Mark, Senior Members of the Bar and Bench, and esteemed academics, among others.

As we reflect on Zambia at 60 and LAZ 50, we realize that LAZ is shaped by its history. Therefore, we have taken time to reflect on the leadership of the Association over the years. In this edition, you will read a candid account given by our past presidents, of among other things, events that shaped the formation of LAZ; the various dynamics at play at the time; and the future which they hope to see for LAZ. By writing these stories, it is our hope that we will immortalize the rich history of LAZ, for generations to come.

The LAZ Prison Decongestion Programme, spearheaded by the Human Rights and Criminal Justice Committee, was officially launched yesterday, Monday, 21st October 2024, at Kamfinsa Correctional Facility in Kitwe, Copperbelt Province.

The event was officiated by Copperbelt Province Minister, Hon. Elisha Matambo, and drew an esteemed gathering of leaders, including LAZ Vice President Ms. Matilda Chileshe Kaoma, Kitwe High Court Judge in Charge Justice Charles Chanda, Zambia Correctional Service (ZCS) Regional Commanding Officer Commander Chilombe, Kamfinsa Prisons Commanding Officer, Prisoners Future Foundation of Zambia Executive Director Mr. George Mayamba, Kitwe Mayor Her Worship Ms. Mpasa Mwaya, and Kitwe District Commissioner Mr. Lawrence Mwanza, among others.
