Did you know Article 21 (1) of the Constitution of Zambia provides for the protection of the right to freedom of assembly and association?
It states that unless a person consents, no one may be prevented from exercising their right to assemble and associate freely with others, to form or belong to any political party, trade union or other association for the protection of his/her interests.
Article 21 does not merely protect the ability to gather physically. It also protects an important aspect of democratic participation: The ability of people to unite in a group and pursue common interests.
The debate over the Public Gathering Bill matters because it directly affects how citizens, civil society organisations, political actors, and communities exercise their rights to participate in public life, voice concerns, and organise collectively. Its implementation could significantly affect democratic governance, civic participation, and the protection of fundamental freedoms in Zambia.
