Community resilience is the sustained ability of a community to use available resources (energy, communication, transportation, food, etc.) to respond to, withstand and recover from adverse situations (e.g., economic collapse, natural disasters). An empowered community is an enabled community that have control over their lives. It means the community has the resources and talent to manage its affairs, to control and influence relevant groups and forces within and outside the community, and to develop empowered leaders and community organisations.
