AMSAF - Arizona Motorcycle Safety & Awareness Foundation Our goal is to help reduce crashes and fatalities in Arizona but we need your help, in the form of a tax-deductible contribution, to achieve our goals. Why?

All proceed funds go to the AMSAF mission of promoting safety and awareness. What is AMSAF? For 10 years, Arizona Motorcycle Safety & Awareness Foundation (AMSAF) has worked to provide discounted training for untrained and skill-savvy motorcyclists and to reduce the number of crashes and fatalities due to distracted driving. AMSAF works with numerous business partners and sponsors including local

businesses, healthcare, the State of Arizona, police departments, legal and other prominent entities and individuals, to help decrease the number of distracted and DUI-impaired drivers and to provide scholarships, statewide, to train motorcyclists how to ride more defensively. What's AMSAF Mission? AMSAF’s mission is to promote motorcycle safety and awareness and help reduce crashes and fatalities in Arizona. In doing so, we offer a one-of-a-kind Arizona motorcycle training financial assistance scholarship program. This program also allows individuals to get into motorcycle training at a reduced cost. In addition, AMSAF offers safety tips on its page and wants to help the motorcycle community in other ways financially. What is next for AMSAF? AMSAF will continue to build even stronger awareness about the need for Arizonans to share the road and be undistracted while driving, and/or motorcyclists to garner and/or hone their skills so they truly learn to ride defensively. How is AMSAF involved in the community? AMSAF works closely with the communities it serves because our work is both business and personal – and impacts everyone who drives or rides any type of vehicle or cycle. AMSAF was formed in 2011 to promote motorcycle safety and awareness and to help reduce crashes and fatalities. We felt the best way was to educate the community and get involved. That way, together, we could make a difference. AMSAF created a program to help get individuals into motorcycle training and get their motorcycle endorsement. We also created a financial assistance helmet program. Both programs help with safety education
We have focused on Share the Road and looking out for each other along with distracted driving. The community has been involved with us and includes trauma doctors and nurses, police, state and the federal government, Legal, Insurance and businesses that employ thousands of employees

What has AMSAF accomplished? In 2020, the non-profit expanded its efforts to include promoting the Share the Road campaign to reduce distracted driving. Last year alone, there were more than 3,100 crashes and fatalities on Arizona roads
Share the Road is a statewide public awareness effort aimed at focusing Arizona motorists on the critical need to be undistracted when driving and to provide scholarships, statewide, to train motorcyclists how to ride more defensively
AMSAF is supported and promoted by the Arizona governor, the Governor’s Office of Highway Safety (AZGOHS), RideNow, Dignity Health (Chandler Regional Medical Center), Arizona Trauma Association, Law Tigers, Rosenbluth Family Charitable Foundation and other interested businesses and organizations
In January 2021, the State of Arizona implemented a hands-off law to penalize people using cell phones. AMSAF began serving as a voice for the rampant problem known as distracted driving
In addition to its scholarship and reduced distracted driving leadership efforts, AMSAF has worked with the State of Arizona and major businesses to develop and promote a helmet assistance program that will help individuals garner a high-quality DOT full face or modular helmet for a major savings. The program is growing in popularity and support continues to increase, with one thousand people already enjoying true helmet safety. AMSAF was awarded the 2019 Motorcycle Safety Foundation (MSF) award for Extraordinary Contributions to Motorcyclist Safety

June 4, 2026, Peoria, Arizona – The Arizona Motorcycle Safety and Awareness Foundation (AMSAF), founded in 2011, announces the partnership with Phillips Law Group in helping to reduce crashes and fatalities on Arizona roadways. AMSAF’s mission is to help reduce crashes and fatalities on Arizona roadways. We do this through Scholarships for motorcycle training, the purchase of full-face and modular helmets, and an accident scene management course. This is made possible through grants from the Arizona Motorcycle Safety Fund, which is managed by the Governor’s Office of Highway Safety.

“AMSAF is excited to continue giving out scholarships to help educate new and present riders,” says Mick Degn, AMSAF executive director. “We can’t do it alone, and we want to thank AZGOHS director Jesse Torrez for the Grant support and Phillips Law Group for their support and partnership in helping us to make these scholarships possible,” adds Degn. “This continues to be the largest single activity we do to promote safety and awareness and to help reduce crashes and fatalities. This will allow anyone in Arizona to apply for and receive our scholarships. AMSAF has helped more than 10,000 individuals and families in Arizona since our beginning.”

In addition to providing scholarships, AMSAF plans to:

developing unique partnerships with Arizona businesses to help reduce crashes and fatalities, such as Phillips Law Group
increase participation in Scholarships through discount incentives
Identify key industry liaisons that can help further the message and promote AMSAF’s efforts through activities, events, and outreach opportunities

Saving money, saving lives

AMSAF wants to help individuals in Arizona be safer on Arizona Roadways. Through our Scholarship program, we can provide individuals with motorcycle training, a DOT full-face or modular helmet, or an Accident Scene Management Course, all at a reduced cost thanks to the Arizona Motorcycle Safety Fund, which is managed by the Governor’s Office of Highway Safety.

Arizona experiences more than 3,000 motorcycle crashes a year, and the number is on the rise as our State continues to grow. Promoting awareness among drivers and riders on the road, in addition to education and safety training for riders, are two key ways to reduce crashes that lead to serious injury and fatalities.
Founded in 2011, AMSAF is a non-profit foundation focused on reducing crashes and fatalities, including distracted-driver crashes, in Arizona through awareness, education, and training.

HB 2109 is not a broad “motorcycle crash bill”. Instead, it is a hands-free enforcement bill specifically targeting drivers who violate Arizona’s existing hands-free statute (A.R.S. § 28-914) and cause a crash involving a motorcycle. The core of the reform increases the penalty for these violations from $75 up to $400 and establishes it as a primary offense.

Arizona Enacts HB2109 to Strengthen Accountability for Distracted Driving and Crashes Involving Motorcyclists

Arizona motorcyclists gained an important safety protection with the signing of HB2109, Distracted Driving; Penalties; Motorcycles, sponsored by Representative Teresa Martinez.

HB2109 adds a targeted civil penalty when a driver violates Arizona’s distracted driving law and that violation results in a crash involving a motorcycle. The bill recognizes a basic fact every rider already knows: when a distracted driver looks down, a motorcyclist can pay the price.

Under HB2109, the fine for a driver who unlawfully uses a portable wireless communication device is raised to $400 and if it causes a crash involving a motorcycle they face an additional $150 civil penalty, on top of existing distracted driving penalties.

This is not about punishing ordinary mistakes. It is about accountability when preventable distraction puts vulnerable road users at risk.

Arizona’s riders, motorcycle safety advocates, and families who share the road understand the stakes. HB2109 sends a clear message: put the phone down, watch for motorcycles, and drive like lives depend on it.
