Sexual harassment may be against the rules, but Speaker Welch has shown he doesn't have a zero-tolerance policy for this abhorrent behavior. If bad actors aren't held accountable, it signals to others that the rules don't apply to them either. Our staff, colleagues, and all who do work in the statehouse deserve to know they are protected. We need strong ethics reform!
