West Shore Civic Association (WSCA) is an all volunteer Non-profit 501(c)3 serving the communities on the West Shore of Lake Whitney in Bosque County, Texas.

WSCA is a Temporary Emergency Shelter and the only voting location for Precinct 1. West Shore Civic Association exists to connect and improve our community. WSCA operates as a bipartisan, all volunteer 501(c)3 organization. WSCA manages and operates a community building which provides a high quality facility for a range of activities for local citizens. West Shore Civic Association plays a vital role in our rural community as a designated Red Cross Shelter and serves as the only voting location for our Precinct. WSCA also sponsors a monthly public forum (2nd Tuesday of every month at 630pm), free library, TXDOT adopt a highway, annual community clean-up, Santa’s Angels of Laguna Park and various other community enriching programs. We strive to continuously update the building to meet the changing needs of our community, both now and in the future. West Shore Civic Association desires to improve the lives of our neighbors by providing and maintaining accommodations for local community groups in both private and public sector organisations in order to enhance local services for residents. The building may also be rented for private use. We seek to develop activities through partnerships that increase participation in civic life, including through providing opportunities for volunteering and involvement in local decision-making. We have a problem.
Currently, the county recycle system is unable to process our plastic recyclables.
The past several transfers have found that the items are not being sorted well into the marked bins, and there are many items that are not recyclable and even just plain trash in our transfer containers.
The county only recycles #1 and #2 plastics and our bins are marked accordingly.
All recyclables are marked with a number on the items such as 1,2,5, and 7 being most common. Our county does not recycle anything other than number 1 and number 2. If our bins have anything other than number 1 or 2, they have to be manually sorted and disposed of by hand, which they (the county) are not set up to handle. If they continue to see this occurring with our transfers, they have notified us that they will not allow us to drop off our recycle bins. So, we are in danger of this recycling program having to be discontinued at our facility, meaning all that want to participate and recycle properly will have to take their plastics to Meridian themselves.
We also ask you to better sort your aluminum cans and metals, as we have the same issue on a smaller scale at the metal recycler station. We have 3 bins that are marked Aluminum cans only. Only Soda(pop) and B**r cans are put in those containers. All other items go in the bin marked metal, including metal/aluminum pie pans, aluminum cat food cans and all other tin cans and lids.

Our next speaker on November 10th will be very important to anyone dealing with Medicare. Carlton McLain will be informing us of the new programs and changes that have been made and how your old plan may not be the best for the upcoming year. There have been many changes to existing programs and some new plans made available that he will inform us about in order for us to make the best decision for our situation and prescription drug plans. I'm not committing to a plan until I hear what he's got to say. Come hear what he's got for us at our November monthly potluck dinner starting at 6:30 and help us make some important decisions on our upcoming programs for the community, such as Santa's Angels!

We wanted to pass along more information on CSWR who, it turns out, is currently pursuing 64 rural water districts such as ours. They are trying to adopt the same kind of rate schedule they have proposed for us. The rate schedule they are proposing is above the average rate schedule in the state of Texas. Many complaints have been filed in those other cases, but most importantly, a certain number of protests have to be filed in each of those districts to cause a hearing to be held. Just because there are complaints in other districts against CSWR does not mean our district will get a hearing, so we have to cause a hearing for our docket number by reaching our protest numbers. It is also suggested that we contact our representatives to make them aware of our concerns. Emails and addresses for some of those are at the bottom of this notice. It also may be good to inform Ken Paxton's office to help slow down or clarify the need for the push to create an unhealthy hit to our pocketbooks.

During Tuesday night's meeting, there was discussion concerning the water rates proposed by CSWR, an investment firm that buys small water companies and who own approximately 900 companies in 11 states.
Many are not necessarily against the purchase of the utility company in hopes that there is improvement to the infrastructure but want to oppose the new rate structure. CSWR has a standardized rate structure that is in use in Texas, that many feel is not appropriate for Bosque County, especially with no apparent promise of improvements to the existing system. It was agreed that everyone should protest this so that we slow down this process with the PUC. Enough legitimate protests will cause a public hearing where all questions can be addressed. We should be able to get some answers to our questions concerning their plans for the infrastructure and cause them to adjust the rates to be more appropriate for this county's median income.
Please protest and file your form by November 5th and add any concerns to the comment section you deem important.
