In 2020, former Democratic Pennsylvania Gov. Ed Rendell and then-Republican U.S. Sen. Pat Toomey came together across party lines to make the case for congressional term limits.

Six years later, that agreement extends well beyond these two leaders. A 2026 NPR/PBS News/Marist poll found 83% of Americans support term limits for Congress, across party lines.

Incumbents have major built-in advantages over challengers: a fundraising advantage that can reach 10:1, roughly 78% of PAC money going to incumbents, decades of name recognition and taxpayer-funded constituent communications.
With reelection rates above 90%, these advantages raise real questions about accountability. Term limits would change the dynamic by limiting how long members can stay in office.

Congress rewards time and seniority, which can leave members spending years climbing the ladder before reaching positions of real influence. That can also discourage talented people from running if they know it may take decades to make the impact they hoped to make.

Term limits are an institutional reform and would help change that structure and help members not lose touch with what they came to do in the first place.

You shouldn’t need a lifetime in office to leave a legacy of public service. For lawmakers focused on getting things done, a few terms can be plenty of time.
