United Way NWI to disburse 500K in disaster relief to eligible households impacted by Aug 11 storm

In the weeks following the devastating Aug. 11 storms which crippled communities across the region, United Way Northwest Indiana has been working behind the scenes to secure grant funding and mobilize generous donors to help individuals and families facing financial hardship as they recover.

The storms left thousands of Northwest Indiana residents navigating the consequences of power outages, property damage, temporary housing, disrupted childcare, missed work, and unexpected expenses. While insurance, FEMA, and other forms of assistance may help address some of the immediate costs, many households may still face financial gaps as they work to return to stability.

Through grants and generous contributions from donors who have stepped forward to support storm recovery, United Way Northwest Indiana has established an initial $500,000 in disaster relief funds to support eligible households whose financial circumstances were affected by the August storms.

“Recovery is about more than clearing debris and restoring power,” United Way NWI CEO Chris White said. “For many families, the financial effects of these storms will continue long after the immediate crisis has passed. We are grateful to the foundations, organizations, and generous donors who have stepped up to make sure our neighbors have somewhere to turn. Our role is to help bridge the gaps that remain.”

The assistance is particularly focused on households which were already working hard to make ends meet and may now be facing additional financial pressure because of circumstances beyond their control.

“We know that a missed paycheck, unexpected housing costs, disrupted childcare, or expenses not covered by insurance can create a significant setback for any household,” White noted.

Individuals and families who experienced hardship as a result of the Aug. 11 storm are encouraged to complete an eligibility application at www.unitedwaynwi.org/storm-recovery-assistance

Applications will be reviewed according to program eligibility requirements and available funding. For individuals who may not qualify for this assistance, United Way NWI will work to connect them with other resources and support that may be available.

Indiana residents and businesses impacted by Aug 11 storm may be eligible for disaster reassessment and property tax relief

In response to the severe storms and flooding across Indiana on Aug. 11-12, the Department of Local Government Finance has issued a comprehensive memo outlining fiscal and property tax options for local governments as well as for citizens.

That memo is available for review at
https://www.in.gov/dlgf/files/2026-memos/DLGF_Emergency_Fiscal_Guidance_August_19_2026.pdf

DISASTER REASSESSMENT PETITION FOR PROPERTY OWNERS

Of particular interest to residents and businesses is a disaster reassessment petition—State Form 17592 (Form 137R)—which enables property owners whose real or personal property was damaged or destroyed by the disaster to request a reassessment and potential property tax relief.

Under IC 6-1.1-4-11, if a substantial amount of real and personal
property in a township has been physically destroyed, in whole or in part, as the result of a disaster, the county assessor MUST cause a survey of the affected area and order reassessment of the destroyed property when a person petitions the assessor to take that action. The reassessed value and corresponding adjustment of tax due, past due, or already paid are effective as of the
date the disaster occurred, without penalty.

Property owners are urged to file the petition with their county assessor within 12 months of the disaster.

NOTE: DLGF is encouraging county assessors to make Form 137R readily available and to communicate its availability to residents and businesses in impacted areas.

Find DLGF’s petition for Survey and Reassessment: Real and Personal Property Partially or Totally Destroyed by Disaster (Form 17592) at
https://www.in.gov/dlgf/files/2026-memos/17592-fill-in.pdf

FISCAL AND PROPERTY TAX OPTIONS FOR LOCAL GOVERNMENTS

DLGF’s comprehensive memo also details steps which municipalities may take for managing storm-related costs, including appropriation transfers, additional appropriations, use of insurance proceeds and grants, Rainy Day Fund options, emergency levy appeals, expedited public works contracting, and special township authorities.

That memo also emphasizes the importance of documenting storm-related expenses and coordinating with DLGF, SBOA, and emergency management agencies.
