**The SB 406 Regulations Series is now live on HOA Talk Radio.**

This seven-part series is designed to help Georgia homeowners, HOA board members, community managers, association professionals, and community leaders understand **what SB 406 changes, what the proposed regulations may add, what the Georgia Secretary of State is implementing, and what still remains subject to change**.
The series follows a disciplined framework throughout: **Enacted Law, Proposed Rule, Implementation Plan, and Subject to Change.** That distinction is intentional. SB 406 is enacted law, but many implementation details discussed during the rulemaking process should not be presented as final until they actually are.
# # # What to expect from the 7-part series
**Episode 1 — What Changed on September 25?**
This opening episode establishes the foundation for the entire series. It explains why the September 25 working-group meeting mattered, what became clearer, and how to distinguish enacted law from proposed regulations and agency implementation plans. It also introduces the proposed registration workflow, the two different hearing tracks, developing board-responsibility standards, and the implementation timeline.
**Episode 2 — HOA Records & Inspection Rights**
A detailed look at one of the most important areas for both homeowners and boards: access to association records. This episode will examine written requests, inspection versus copies, response timing, accounting and financial records, exemptions, redaction, privacy considerations, production costs, advance cost notices, records custody, management transitions, and practical documentation steps.
**Episode 3 — HOA Registration: What Boards Need to Know**
This episode focuses on the new registration framework and the operational responsibilities associations should understand. It will address active registration, the relationship between registration and certain association powers, annual registration, proposed administrative workflows, required information, and what boards and managers should be preparing for.
**Episode 4 — The New Complaint & Hearing Process**
SB 406 introduces a significant new administrative framework. This episode will separate the **owner/resident complaint process** from the **Secretary of State enforcement process**, explain why those are not the same thing, and examine proposed complaint channels, hearings, standardized procedures, self-help features, consolidation, and procedural safeguards.
**Episode 5 — Owners’ Rights & Board Responsibilities**
This episode moves from process to governance. It will examine developing standards involving notice, good faith, prudent care, conflicts of interest, consistent enforcement, explanations of assessments and fines, records control, digital assets, and transitions between boards and management. The focus is on what accountable community governance should look like in practice.
**Episode 6 — Payments, Partial Payments & Receipts**
This episode focuses on the money side of SB 406 implementation. It will examine payment administration, partial payments, receipts, accounting practices, homeowner protections, documentation, and the distinction between what the statute requires and what regulatory implementation may further define.
**Episode 7 — Timeline, Implementation & What Comes Next**
The final episode brings the entire series together. It will review the implementation timeline, identify what has become final, what remains proposed, what associations and homeowners should be watching, and the practical steps communities should take as Georgia moves toward full implementation.
# # # Why this series matters
SB 406 is not simply another HOA bill to file away. It represents a broader shift toward **registration, oversight, owner access, administrative review, procedural accountability, and clearer operating standards** for Georgia community associations.
That means homeowners need to understand their rights, but boards and managers also need to understand their responsibilities.
The purpose of HOA Talk Radio is not to create a “homeowner versus board” narrative. The purpose is to help communities understand the rules, distinguish fact from assumption, prepare for implementation, and govern more effectively.
