Southern Region Stakeholders Contribute to Development of Sierra Leone Women's Football Strategy

The Southern Region Football Association (SRFA) on Thursday, 4th June 2026, hosted a key stakeholder consultation as part of the Sierra Leone Football Association's ongoing nationwide exercise to develop a comprehensive Women's Football Strategy aimed at guiding the growth and advancement of the women's game over the next four years.

The consultative meeting brought together a diverse group of stakeholders, including former female footballers, active players, coaches, club officials, football administrators, referees, and members of the media from across the Southern Region. The engagement provided participants with an opportunity to discuss challenges, opportunities, and practical solutions necessary for the sustainable development of women's football in Sierra Leone.

Secretary General Welcomes Participants

Delivering the opening remarks, the Secretary General of the Southern Region Football Association, Mr. Yayah Mansaray, warmly welcomed all participants and extended special appreciation to the FIFA representatives and the Sierra Leone Football Association delegation for choosing the Southern Region as part of the national consultation process.

Mr. Mansaray commended the leadership of the Sierra Leone Football Association, particularly SLFA President Mr. Thomas Daddy Brima Babadi Kamara, for his continued commitment to the development of women's football throughout the country. He noted that the consultation reflects the Association's determination to create more opportunities for women and girls in football and to ensure the game reaches greater heights nationally and internationally.

He encouraged participants to take the exercise seriously by contributing meaningful ideas and recommendations that would help shape a practical and inclusive strategy capable of addressing the needs of women's football at all levels.

According to him, the future success of the women's game depends largely on the collective efforts and contributions of stakeholders who understand the realities, challenges, and opportunities within the football ecosystem.

Building a Roadmap for Women's Football

Addressing participants, SLFA Women's Football Manager, Madam Elizabeth Kailey, explained that the strategy is intended to serve as a long-term roadmap for the sustainable growth and development of women's football in Sierra Leone.

She emphasized the importance of stakeholder participation in the process, assuring attendees that their views and recommendations would play a significant role in shaping the final strategy document.

Madam Kailey highlighted a number of achievements recorded in women's football over recent years, including the expansion of organized women's competitions, improved performances at regional tournaments, increased support from development partners, strengthened safeguarding measures, improved governance structures, and enhanced collaboration with FIFA and CAF.

Despite these gains, she acknowledged that challenges such as inadequate infrastructure, limited financial resources, and the need to improve competitiveness at international level remain critical issues requiring collective action.

FIFA Reaffirms Commitment to Women's Football Development

The consultation was facilitated by FIFA Women's Football Technical Expert, Thuba Sibanda, and FIFA Women's Football Manager, Tsholofelo Sethoko, who both stressed the importance of aligning Sierra Leone's development plans with FIFA's global vision for women's football.

Speaking during the session, Thuba Sibanda outlined the key objectives of the consultation process, noting that the exercise seeks to identify existing challenges affecting women's football at grassroots and elite levels, develop practical and sustainable solutions, prioritize areas for investment, strengthen stakeholder ownership, and establish effective implementation and accountability mechanisms.

The FIFA representatives encouraged stakeholders to be open and constructive throughout the discussions to ensure the strategy responds effectively to the realities facing women's football in Sierra Leone.

Call for Collective Action

Also addressing participants, SLFA Executive Committee Member and Head of Women's Football, Madam Haja Ramatulai Kamara, expressed appreciation to stakeholders for their commitment and active participation.

She encouraged participants to make meaningful contributions that would help create a strategy capable of addressing current challenges while laying a solid foundation for the future growth of women's football.

Madam Kamara reaffirmed the commitment of the Sierra Leone Football Association to promoting football development across all regions of the country and ensuring that women and girls are provided with greater opportunities to participate and excel in the sport.

Group Discussions and Recommendations

The consultation concluded with participants engaging in group discussions and presentations across five key thematic areas:

• Grassroots and Youth Development

• Competitions

• Governance

• Media and Marketing

• Capacity Building

Participants presented recommendations and practical solutions aimed at improving participation, strengthening football structures, enhancing visibility, and creating sustainable pathways for female footballers throughout Sierra Leone.

The recommendations gathered from the Southern Region consultation will form part of the broader national process that will eventually produce Sierra Leone's Women's Football Strategy.

Looking Ahead

As a key stakeholder in football development, the Southern Region Football Association remains committed to supporting initiatives that promote the growth of women's football and create opportunities for female players, coaches, referees, administrators, and other stakeholders.

The Southern Region Football Association has successfully concluded a two-day Safety and Security Training held at the Southern Arena Stadium, bringing together Division One clubs, Venue Security Officers, and football administrators from across the region.

The training, which took place on Friday, May 8 and Saturday, May 9, formed part of ongoing efforts to strengthen matchday safety, improve security coordination, and enhance overall game management within the Southern Region.

The program was officially opened by the Chairman of the Bo District Football Association, Ahmed Bangura, who welcomed participants and encouraged them to take the training seriously. He reminded attendees that the safety and smooth conduct of future football matches largely depend on the knowledge and commitment of trained personnel.

The training sessions commenced under the leadership of lead facilitator Mr. Mohamed B Freeman. Over the course of the two days, participants were taken through intensive classroom sessions and field practicals covering key areas of football safety and security management.

Other facilitators, including James Blake, Suzan Sarah Koiwa, and Mohamed Ansumana, worked alongside the lead facilitator to deliver practical and technical guidance to participants.

The closing session was conducted by the Secretary General of the Southern Region Football Association, Yayah Mansaray, who encouraged participants to return to their respective communities and ensure that football matches are played in a safe and secure environment.

Mr Mansaray also expressed appreciation to the President of the Sierra Leone Football Association, Babadi Kamara, for fulfilling his promise of decentralizing football development programs by extending important trainings to the regions.

He assured participants that the initiative marks only the beginning of several capacity-building programs expected to take place under the current football administration, noting that the region had earlier benefited from a training program for referee assessors.

The training ended with the presentation of certificates to all participants in recognition of their successful completion of the program.
