The Vice Mayors’ League of the Philippines-Leyte Chapter Inc. expresses its grave concern over the allegations involving Hon. Vice Mayor Eboi D. Sabdao of San Miguel, Leyte, particularly the purported grave threat allegedly directed against a member of his immediate family.

The League steadfastly upholds the primordial principles of truth, impartiality, due process, and the rule of law. Allegations, however serious, must undergo the crucible of lawful inquiry and competent adjudication. No public official should be condemned, vilified, or prejudged on the basis of accusations that remain unsubstantiated by competent and credible authorities.

The VMLP Leyte Chapter Inc. likewise affirms the dignity, reputation, and constitutional rights accorded to every duly elected local official. At the same time, the League unequivocally repudiates threats, violence, intimidation, or any act calculated to inflict harm upon any person, regardless of position, affiliation, or circumstance.

In this difficult juncture, the VMLP Leyte Chapter Inc. conveys its unwavering moral support and fraternal solidarity to Vice Mayor Eboi Sabdao.

Such support is neither a prejudgment of the matter nor an absolution from accountability; rather, it is firmly moored in the enduring principles of fairness, presumption of innocence, due process, and fidelity to the rule of law.

The familial circumstances surrounding the matter render it particularly delicate and poignant. Nevertheless, kinship, political divergence, personal discord, or disagreement must never, by themselves, be construed as proof of criminal intent.

Conclusions of such gravity must rest upon competent, credible, and duly established evidence—not upon conjecture, insinuation, or public speculation.

Accordingly, the League respectfully enjoins all concerned parties to allow the appropriate authorities to undertake a thorough, impartial, and dispassionate investigation, free from undue influence, premature conclusions, or extraneous considerations.

We likewise appeal to the public and all stakeholders to exercise prudence and circumspection, and to refrain from disseminating unverified information, conjecture, or insinuations that may further inflame an already sensitive situation.

The VMLP Leyte Chapter Inc. remains steadfast in its commitment to safeguarding the integrity of the Office of the Vice Mayor, the dignity of local governance, and the constitutional guarantees accorded to every public servant.

At the same time, we recognize that accountability is indispensable and that no office, position, relationship, or political circumstance may stand above the law.

Ultimately, we trust that truth shall emerge, justice shall be served, and due process shall prevail. May this challenging circumstance not become a crucible for division, but an occasion for reaffirming our collective fidelity to peace, civility, unity, and principled public service.

A profound commendation to our esteemed Leyte Vice Mayors for their unwavering engagement in the Capacity Enhancement Activity: “𝘓𝘦𝘷𝘦𝘳𝘢𝘨𝘪𝘯𝘨 𝘘𝘶𝘢𝘴𝘪-𝘑𝘶𝘥𝘪𝘤𝘪𝘢𝘭 𝘍𝘶𝘯𝘤𝘵𝘪𝘰𝘯𝘴 𝘧𝘰𝘳 𝘓𝘰𝘤𝘢𝘭 𝘚𝘢𝘯𝘨𝘨𝘶𝘯𝘪𝘢𝘯𝘴.”

The activity afforded our Vice Mayors a valuable avenue to deepen their grasp of the quasi-judicial functions of Local Sanggunians—the authority to hear, examine, evaluate, and resolve matters entrusted by law, with fairness, impartiality, and due process. Such responsibilities call not only for legal acumen, but also for prudence, equanimity, and an unwavering fidelity to justice and good governance.

A salient part of the discourse was the Internal Rules of Procedure (IRP) in quasi-judicial proceedings. The IRP serves as the Sanggunians’ procedural compass, delineating how proceedings are initiated, notices and hearings conducted, parties heard, evidence weighed, and decisions properly rendered and documented. Its faithful observance ensures proceedings remain orderly, transparent, consistent, and anchored on due process.

The learning was further enriched by a workshop, where participants translated principles into practice through collaborative exercises, procedural scenarios, and deliberations—strengthening their appreciation of the IRP as an instrument requiring both precision and judicious discernment.

The VMLP Leyte Chapter Inc. extends its profound gratitude to the Department of the Interior and Local Government Region 8 (DILG 8 ) and the Vice Mayors’ League of the Philippines – Eastern Visayas Chapter Inc. for facilitating this timely and consequential undertaking. Your commitment to enriching the legal and procedural competence of local leaders is instrumental in fortifying our legislative institutions.

Every capacity development training attended, lesson absorbed, and principle applied is another stride toward becoming more competent, discerning, and accountable custodians of public trust.

𝐕𝐌𝐋𝐏 𝐎𝐅𝐅𝐈𝐂𝐄, 𝐏𝐀𝐋𝐎, 𝐋𝐄𝐘𝐓𝐄 | 𝐉𝐮𝐥𝐲 𝟐𝟑–𝟐𝟒, 𝟐𝟎𝟐𝟔

The Vice Mayors' League of the Philippines (VMLP) Leyte Chapter Inc. successfully conducted its July 2026 Monthly Meeting at the VMLP Office, Leyte Academic Center, Palo, Leyte, convoking the Vice Mayors of the Province of Leyte to discuss the League's organizational affairs, financial status, and upcoming programs aimed at bolstering legislative leadership and responsive local governance.

The two-day meeting served as a conduit for collaboration, consultation, and the exchange of best practices among the province's presiding officers, reaffirming the League's commitment to legislative excellence and stronger partnerships among local government units.

A major highlight of the meeting was the presentation of the League's financial report, providing members with a comprehensive update on its income, expenditures, available funds, and overall financial condition. The report reflected the League's commitment to transparency, accountability, and prudent fiscal management in supporting programs and initiatives for its member-local government units.

The League also deliberated upon the Department of the Interior and Local Government (DILG) Memorandum Circular providing for the annual conduct of the Local Legislative Award (LLA). Members welcomed the policy, recognizing that the yearly implementation of the award will encourage local legislative bodies to continuously improve their performance, institutionalize best practices, and perpetuate innovations in governance.

The Local Legislative Award is one of the DILG's paramount recognition programs honoring outstanding Sangguniang Panlungsod and Sangguniang Bayan for exemplary legislative performance. It evaluates legislative councils based on lawmaking, institutional development, transparency, accountability, and their contribution to responsive, people-centered governance. More than a recognition program, the LLA serves as a touchstone of excellence that inspires local legislative bodies to craft impactful ordinances, strengthen institutional systems, and promote good governance. The League expressed its full support for the 2026 LLA and exhorted all member municipalities to pursue legislative excellence and showcase the exemplary work of Leyte's local legislative councils.

Preparations were likewise bandied for the upcoming "Leveraging Local Sanggunians' Quasi-Judicial Functions" Capacity Enhancement Activity, a collaborative undertaking of the VMLP Eastern Visayas Chapter Inc., the DILG Regional Office VIII, and the Philippine Councilors League (PCL).
Scheduled this August at Summit Hotel, Tacloban City, the seminar aims to strengthen the knowledge, competencies, and confidence of Vice Mayors and local legislators in effectively exercising their quasi-judicial functions while promoting excellence in local legislation and governance.

Members of the league also received updates on the imminent 3rd Academy of Presiding Officers (APO) and Newly Elected National Board Meeting this September at The Manila Hotel, Manila City. The national gathering will amass Vice Mayors and League officials from across the country to exchange best practices, discuss emerging governance issues, and reinforce the role of presiding officers in promoting effective, transparent, and accountable local governance.

The League also announced that the August 2026 Monthly Meeting will be hosted by the Local Government Unit of Abuyog, Leyte, continuing its tradition of rotating host municipalities to strengthen collaboration, camaraderie, and shared responsibility among its members.

As the recognized organization of presiding officers in the Province of Leyte, the VMLP Leyte Chapter Inc. continues to promote legislative excellence, strengthen institutional partnerships, and empower Vice Mayors through regular consultations, policy discussions, and capacity-building programs. These initiatives enhance the ability of local legislators to enact responsive ordinances, uphold transparency and accountability, and address the evolving needs of their communities.

More than an organization, the League remains the monolithic voice of Leyte's Vice Mayors—championing good governance, encouraging innovation in local legislation, and fostering collaboration that contributes to the province's sustainable growth and development.

The successful conduct of the July 2026 Monthly Meeting once again demonstrated the League’s unswerving commitment to empowering local legislatures, strengthening partnerships among local leaders, and advancing meaningful public service for the welfare and progress of the Province of Leyte.

The VMLP Leyte Chapter Inc. successfully conducted its ‘’𝐂𝐚𝐩𝐚𝐜𝐢𝐭𝐲 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐨𝐧 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐏𝐫𝐚𝐜𝐭𝐢𝐜𝐞𝐬 𝐚𝐧𝐝 𝐁𝐞𝐧𝐜𝐡𝐦𝐚𝐫𝐤𝐢𝐧𝐠 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲’’ on 𝐉𝐮𝐧𝐞 𝟐𝟒–𝟐𝟓, 𝟐𝟎𝟐𝟔, 𝐢𝐧 the vibrant town of 𝐇𝐢𝐧𝐝𝐚𝐧𝐠, 𝐋𝐞𝐲𝐭𝐞.

The event was courteously hosted by 𝐇𝐎𝐍. 𝐉𝐔𝐍 𝐀. 𝐂𝐀𝐁𝐀𝐋, Municipal Vice Mayor of Hindang and Board Director for the 5th District of Leyte, and was strongly supported by former Mayor 𝐁𝐄𝐓𝐓𝐘 𝐀. 𝐂𝐀𝐁𝐀𝐋 and Municipal Mayor 𝐄𝐋𝐏𝐈𝐃𝐈𝐎 𝐁. 𝐂𝐀𝐁𝐀𝐋 𝐉𝐑., who is also a former member of the VMLP Leyte Chapter Inc.

The Municipality of Hindang continues to promote good governance, community development, tourism advancement, and people-centered public service. Their dedication to strengthening local institutions and fostering sustainable development serves as an inspiring example for fellow local government officials throughout Leyte.

As part of the benchmarking activity, the Vice Mayors visited the renowned Hindang Caves and Wild Monkeys, one of the municipality’s notable tourism destinations.

The League gained valuable insights into the site's rich history, ecological significance, and tourism potential, further enhancing their appreciation of local heritage preservation and tourism development initiatives.

The VMLP Leyte Chapter extends its sincerest gratitude to the Honorable Mayor and Vice Mayor Cabal, the staff, and the people of Hindang for their warm hospitality and generous welcome to all the Leyte Vice Mayors.

The VMLP Leyte Chapter also expresses its heartfelt appreciation to the Chapter President 𝐇𝐎𝐍. 𝐉𝐈𝐌𝐌𝐘 𝐀. 𝐂𝐀𝐌𝐏𝐎𝐒𝐀𝐍𝐎 of Carigara for spearheading the event, to all the Officers, Board of Directors, Members, Secretariat and Staff for making this meaningful undertaking successful.
