The Tanggol Kababaihan Consortium joins the global commemoration of the International Day for Peace and Disarmament through the launch of Bridging Leadership for Women, Peace and Security—a training series aimed at empowering women leaders and building a community of practice to advance the localization of the National Action Plan on Women, Peace and Security (NAPWPS). In solidarity with women peacebuilders around the world, we reaffirm our commitment to empower, engage, involve women in peace and security toward lasting peace. Tanggol Kababaihan is funded by the European Union.

Coalition for Bicol Development, Inc. actively participated in the Masterclass on PH-OGP Localization for Regional Teams held on May 12, 13, 18, and 19 via Zoom. The masterclass was attended by DILG Regional Representatives, DBM Regional Representatives, and Civil Society Organizations that are members of the Regional Teams, including facilitators and documenters. Three modules were delivered over four (4) half-day sessions: Module 1 – Overview of Open Government; Module 2 – Co-creation of Flagship Programs and Actions; and Module 3 – Implementation, Monitoring, Evaluation, and Learning (in two parts).

The masterclass served as preparation for the Regional Teams in providing guidance to the Cohort Local Government Units that accepted the challenge of Open Government, particularly in the co-creation of flagship programs.

In line with the celebration of Open Government Week, non-government actors continue to play a vital role alongside the government in ensuring transparent, accountable, and inclusive governance.

The first quarter meeting was presided over by the CBD Chairperson, Ms. Aurora Chavez De-Guzman, with Board of Trustees members Mr. Joselito Barbolino (BoT at Large Representative), Mr. Elmer Sto. Domingo (NCPC Representative), Mr. David Abogado (CamSurNet Representative), and Mr. Alvin Chio (COREDEV Representative), with the assistance of the secretariat headed by the OIC Executive Director, Ms. Melany Vargas.

The agenda included organizational updates and performance review, governance and organizational matters, and financial internal control strengthening. The meeting highlighted the Board’s continuing guidance and support to the regional network’s sound organizational performance, establishing sustainability mechanisms, and continuing at the forefront of people’s participation in governance as the CSO partner in regional development.

Photo documentation from the Policy Lobby Training organized by Philippine Misereor Partnership Inc., held from April 14 to 16, 2026 at the Manresa Retreat House in Quezon City. The three-day training brought together partner organizations from across the country to strengthen capacities in policy advocacy, with particular focus on advancing the Rights of Nature and environmental legislation.

Sessions covered key areas of policy lobbying including stakeholder analysis, political mapping, strategic communication, and engagement in policy processes.

Ms. Love Lyn Catalan, Baseline Consultant of Relief International, together with her team of local researchers and with the assistance of the CBD Project Management Team, conducted the Baseline Assessment for the 𝘛𝘢𝘯𝘨𝘨𝘰𝘭 𝘒𝘢𝘣𝘢𝘣𝘢𝘪𝘩𝘢𝘯 Project.

The activity was conducted in Naga City and Del Gallego to gather baseline data that will guide and strengthen project implementation.

In Naga City (March 30, 2026), FGDs were conducted with participants from Naga City and Balatan, composed of institutional stakeholders, women, and men community members, along with KIIs with key government officials and relevant local stakeholders. KoBo surveys were also administered by local researchers.

In Del Gallego (March 31, 2026), an FGD was conducted with women leaders from Barangay Bagong Silang, along with KoBo surveys with community respondents and MSWDO representatives. A KII was also held with the GAD Focal Person and other key local officials.

This baseline assessment is a key step in strengthening gender-responsive implementation of the 𝘛𝘢𝘯𝘨𝘨𝘰𝘭 𝘒𝘢𝘣𝘢𝘣𝘢𝘪𝘩𝘢𝘯 Project.

The Community Focus Group Discussion for the Women, Peace, and Security (WPS) Index Baseline Study Validation was successfully held on January 29, 2026, at the Lotus Blu Hotel.

The activity brought together Male Gender Champions from across Region V, representing the provinces of Camarines Sur, Sorsogon, and Albay, for a regional validation and dialogue.

We extend our sincere appreciation to the Commission on Population and Development Region V (CPD V) for their strong support and active participation, led by Regional Director Joyce Hilvano, whose presence and commitment continue to strengthen gender-responsive peace and development initiatives in the region.

CPD V’s consistent advocacy for gender-responsive policies and programs continues to inspire collaboration among stakeholders and strengthen initiatives that promote shared responsibility in advancing women’s rights, peace, and security.

Together, diverse voices and shared commitments move us closer to a more peaceful, inclusive, and gender-equal Bicol Region.

A One-Day Capacity Building Workshop was successfully conducted in Balatan with local partners, strengthening understanding of the 𝘛𝘢𝘯𝘨𝘨𝘰𝘭 𝘒𝘢𝘣𝘢𝘣𝘢𝘪𝘩𝘢𝘯 Project, the Women, Peace, and Security (WPS) Agenda, and the localization of the NAPWPS 2023–2033.

The workshop featured interactive discussions where participants identified key WPS-related challenges in their communities and explored possible actions to address them.

Following the workshop, the activity proceeded with the signing of the Memorandum of Understanding (MoU) with partner Civil Society Organizations (CSOs). A Pledge of Commitment tarpaulin, signed by all participants, formally affirmed their shared support and commitment to the implementation of the project.

A meaningful step forward in strengthening local partnerships and collective action for women, peace, and security. 💜

A One-Day Capacity Building Workshop was successfully conducted in Del Gallego, strengthening local partners’ understanding of the Women, Peace, and Security (WPS) Agenda and the 𝘛𝘢𝘯𝘨𝘨𝘰𝘭 𝘒𝘢𝘣𝘢𝘣𝘢𝘪𝘩𝘢𝘯 Project.

The workshop focused on the localization of the NAPWPS 2023–2033 and the development of a local WPS plan, with active participation from barangay officials and CSOs.

Key commitments were expressed by Engr. Paz C. Caguimbal, MPDO/MGAD Focal Person, to integrate NAPWPS principles into local programs and by Municipal Councilor Allan C. Seda to support its implementation. Punong Barangay Jimmy N. Opiana and Eda V. Landicho also affirmed their full support for the 𝘛𝘢𝘯𝘨𝘨𝘰𝘭 𝘒𝘢𝘣𝘢𝘣𝘢𝘪𝘩𝘢𝘯 Project.

Together, we move closer to empowered, peaceful, and inclusive communities. 💜

The Tanggol Kababaihan Project marked another milestone with the signing of the Memorandum of Understanding (MoU) in Del Gallego, formally partnering with the LGU of Del Gallego, Barangay Sinuknipan I, and Barangay Sta. Rita I in advancing women’s empowerment and gender equality.

This follows the earlier MoU signings with Barangay Comadogcadog and Barangay Bagong Silang, reflecting the growing commitment of barangays to protect and empower women in their communities.

Municipal Mayor Hon. Melanie Abarientos-Garcia, together with Municipal Vice Mayor Hon. Florencia G. Bargo, Punong Barangay Eda V. Landicho and Punong Barangay Jimmy N. Opiana, expressed their full support for the project. Partner CSOs also reaffirmed their commitment to actively collaborate in project initiatives.

Together, we strengthen partnerships for safer and more inclusive communities for women. 💜
