The Regional CSO DRR Coordination Hub in Bicol convened its annual meeting of humanitarian and development organizations, with a focused program on Disaster Risk Reduction and Management (DRRM).

Since 2013, the regional hub has served as an active CSO network, originally established as a coordination mechanism for disaster response in Bicol.

The members held a productive discussion on firming up the network's Vision, Mission, Organizational Structure, Strategic Direction, and Coordination Protocol.

With the support of the Philippine Humanitarian Hub and the Caucus of Development NGO Networks (CODE-NGO), the mapping of the network's capacity โ€” including that of its member organizations โ€” and the identification of opportunities were among the key matters presented.

Coinciding with the recent enactment of Republic Act No. 12287, or the Declaration of State of Imminent Disaster Act โ€” signed into law on September 12, 2025, which institutionalizes anticipatory action as part of the Disaster Risk Reduction and Management framework โ€” the Learning Session on the Experiences of the Humanitarian NGOs added significant value to the activity. People's Disaster Risk Reduction Network, Inc. (PDRRN), People in Need (PIN), and Humanity & Inclusion (HI) shared their experiences in implementing Anticipatory Action for cyclone, flood, and other hazards.

Took a deep dive at our General Assembly into how member networks served as the vital strength of CBDโ€™s growth.

The CBD successfully convened the members across the Bicol Region, composed of 6 provincial and city networks, where they shared updates, opportunities, and initiatives on early action for disasters and emergencies as the main highlight of the activity.

The assembly leadership has now passed on to the newly elected Chairperson, Mr. Elmer Sto. Domingo Jr. Together with the new members of the Board of Trustees, their guidance towards the strategic direction of the regional network is essential in attaining its mission and vision.

Congratulations to our CBD Chairperson, Ms. Aurora C. De Guzman, on her appointment as Sectoral Representative for the Women Sector of the National Anti-Poverty Commission! ๐Ÿ‘๐Ÿ‘๐Ÿ‘

The Philippine Open Government Partnership (PH-OGP) congratulates Ms. Aurora "Araw" Chavez De Guzman, PH-OGP Steering Committee Co-Chairperson and Executive Director of MALAYA KA Inc., on her appointment by President Ferdinand R. Marcos Jr. as Sectoral Representative for the Women Sector of the National Anti-Poverty Commission (NAPC).

As she assumes this important role in the NAPC, we look forward to working alongside her to strengthen women's participation in governance, advance inclusive and evidence-based policymaking, and support reforms that respond to the needs of communities, particularly those most affected by poverty and inequality.

Last month, we facilitated a five-day workshop supporting womenโ€™s leadership in peacebuilding efforts across The Philippines.

Participants gathered from eight conflict-affected provinces and by August, more than 100 master trainers are expected to lead local training sessions โ€” advancing the critical role of women in peace and security nationwide.

Their efforts will help ensure that communities are not only better equipped to respond to conflict but also empowered to create a more peaceful and resilient future.

The European Union supports the Women, Peace and Security Agenda in the Philippines through the Tanggol Kababaihan (โ€œProtect Womenโ€ in Filipino) Consortium, a bold, three-year strategic alliance forming a united front that is committed to advancing the rights, safety, and leadership of women in conflict-affected communities.

The consortium officially launched its Master Training Program from May 25โ€“29, 2026. The initiative aims to strengthen civil society participation in the local implementation of the National Action Plan on Women, Peace and Security (NAPWPS), contributing to greater peace, stability, and well-being in conflict-vulnerable communities.

The training gathered 27 representatives of civil society organizations (CSOs) and local government units (LGUs) from the provinces of Camarines Sur, Northern Samar, Negros Occidental, Bukidnon, Misamis Oriental, Surigao del Sur, Agusan del Norte, and Agusan del Sur. Following the training, the Master Trainers will engage and mobilize more community members in peace and security initiatives, helping build and strengthen communities of practice that will further localize the NAPWPS. Through these efforts, they will help build and strengthen communities of practice that support the localization of the NAPWPS. By August, there will be more than 100 trainers all over the Philippines.

In an increasingly volatile world, even small pockets of peace can create ripples that lead to lasting and meaningful change.

The Tanggol Kababaihan Consortium is composed of Relief International, Coalition for Bicol Development, and Balay Mindanaw. The project is funded by the European Union in the Philippines
