The Maritime Industry Authority (MARINA) cordially invites all Harbor Pilot Passers and seafarers who are first-time holders of the Certificate of Competency (COC) as Master Mariner, Chief Engineer Officer, Chief Mate, Second Engineer Officer, Officer-In-Charge of a Navigational Watch, and Officer-In-Charge of an Engineering Watch to attend the Oath Taking Ceremony to coincide with the celebration of the Day of the Filipino Seafarer, to be held within Metro Manila on 25 June 2026 at 2:00 PM.

Until 19 June 2026 (Friday), 12:00 NN, or until the maximum capacity is reached, whichever comes first.

SOMALI PIRATES NOW WANT $10 MILLION FOR TANKER

The product tanker MT Honour 25 reportedly remains under pirate control off Somalia after armed hijackers allegedly demanded a ransom of up to $10 million for the vessel's release
According to Maritime Executive, concern is rising among families of the captured seafarers as negotiations continue arounc the two product tankers currently beind held by Somali pirates near the Puntland region.
For people outside shipping, modern piracy is not old Hollvwood scenes with ropes and swords.

These attacks often involve armed speedboats, satellite phones, insider route intelligence, and crews held hostaqe for weeks or even months while negotiations quietly happen behind closed doors.

Shipping companies are now spending millions on armed quards, rerouted voyages, and higher insurance premiums just to move cargo safely through high-risk waters near the Red Sea and Indian Ocean.

For merchant crews onboard these ships, one suspicious radar contact approaching at high speed can instantly change an ordinary voyage into an international hostage crisis.

NOTICE TO THE PUBLIC:

MARINA informs the public that the Department of Migrant Workers (DMW) Department of Migrant Workers (DMW) has issued Advisory No. 23, Series of 2026 on the Temporary Crew Change of Filipino Seafarers Onboard Vessels in the Designated War Operation Areas (WOA) and High-Risk Areas (HRA) in the Middle East.

The Advisory provides that temporary and limited crew change operations may be allowed for Filipino seafarers onboard vessels operating in designated WOAs and HRAs, particularly in the Persian Gulf and the Strait of Hormuz, subject to strict compliance with existing laws, regulations, and safety requirements.

The DMW likewise emphasized that all existing advisories and directives concerning warlike and high-risk areas remain in full force and effect, including the seafarer’s right to refuse sailing in such areas. Crew change activities shall only be undertaken upon assurance of the protection, safety, and welfare of Filipino seafarers.

All shipowners, licensed manning agencies, maritime stakeholders, and Filipino seafarers are advised to take note of and comply with the provisions of the said Advisory.

20,000 seafarers remain stuck in the Strait of Hormuz for over 2 months

If they were airline crew or cruise ship passengers they would be in the news headlines every day.
Seafarers are recognised keyworkers. They need a humanitarian corridor to move out.
