On behalf of the Executive Director, Exceptional Leadership and Integrity Promotion Initiative (ELIP-Initiative), Comr. Isah Mustapha (Sa'in Babura), we extend heartfelt New Year greetings to the resilient people of Jigawa State and all stakeholders as we welcome 2026. The year 2025 marked remarkable strides in our collective pursuit of transparent governance and inclusive development.

In particular, ELIP-Initiative commended the Jigawa State Government's disbursement of over N1.856 billion in terminal and death benefits to retirees, advocating for systemic reforms to ensure timely payouts and pension sustainability. These efforts highlighted our commitment to robust public financial oversight at state and local levels, fostering accountability and welfare for public servants.

Furthermore, throughout 2025, the Initiative actively tracked projects and programs across government tiers, participating in workshops on local development plans, coalition building, and capacity enhancement for climate-resilient initiatives. This monitoring reinforced participatory governance, ensuring resources delivered tangible benefits to communities.

In addition, ELIP-Initiative played a pivotal role in collecting, collating, and analyzing over 1,142 citizens' inputs into the 2025 budget via 287 Community-Based Organizations, town halls, and online platforms, involving more than 17,000 respondents including women, youth, and persons with disabilities. For the 2026 fiscal year, we intensify this process to guarantee the budget reflects the yearnings of Jigawa's teeming populace, prioritizing social services, agriculture, and inclusive growth.

Finally, ELIP-Initiative pledges unwavering dedication to amplifying these efforts in 2026, deepening advocacy for citizen-driven budgets, rigorous monitoring, and transparent financial management . Together, we build a Jigawa where every naira serves the people.

As we observe the 16 Days of Activism against Gender-Based Violence this year, Exceptional Leadership and Integrity Promotion Initiative (ELIP-I) stands firmly united in raising awareness, driving change, and amplifying the voices of survivors. This year’s theme, “Transforming Narratives: From Surviving to Thriving,” calls on all leaders, communities, and stakeholders to move beyond mere tolerance to active transformation of the social norms that perpetuate violence.

ELIP Initiative reaffirms its commitment to exceptional leadership - leadership that is courageous, inclusive, and proactive in dismantling systems of abuse and discrimination. We champion empowerment through education, advocacy, and community mobilization, ensuring that every individual, especially women and girls, can live free from fear and violence. Together, let us harness the power of activism to shift mindsets, strengthen policies, and build resilient communities where everyone thrives in dignity and safety.

In its commitment to transparent public financial management and the contract awarding process for effective monitoring and service delivery, the Exceptional Leadership and Integrity Promotion Initiative attended the Bid Opening Ceremony at the Ministry of Health. The bids pertained to the supply of medical equipment, renovation of Dutse General Hospital, procurement of Ready-to-Use Therapeutic Food (RUTF), free delivery packs, and other essential provisions. The event was honored by the presence of multiple stakeholders, including media representatives, government officials, and civil society organizations.

🌍 ELIP-Initiative Participates in High-Level Review of Jigawa State Demographic Dividend (DD) Roadmap
ELIP-Initiative is proud to be among the participants at the 3-day High-Level Review of the Jigawa State Demographic Dividend (DD) Roadmap, supported by Lafiya Programme, taking place from 13th–15th October 2025 at Tahir Guest Palace, Kano.
The review aims to:
✅ Validate and refine the DD Roadmap
✅ Align it with the state development priorities and the national plan
✅ Integrate DD strategies into sectoral plans for sustainability
✅ Adopt a participatory and consultative approach for policy alignment
✅ Validate the indicators matrix across thematic pillars
✅ Reach consensus on final content and key indicators for endorsement
By the end of the 3-day engagement, participants are expected to achieve:
🎯 Finalization and endorsement of the Jigawa DD Roadmap
📊 Validation of an operational indicator matrix
🗣️ Development of key advocacy and policy messages
🤝 Strengthened ownership, coordination, and stakeholder collaboration
📈 Improved readiness for roadmap integration into state planning frameworks
The meeting brings together senior government officials from relevant MDAs, National Population Commission (NPoPC), Civil Society Organizations (CSOs), media, and academia — all working collectively to advance Jigawa’s journey towards harnessing its demographic dividend for sustainable development.

Exceptional Leadership and Integrity Promotion Initiative, committed to public financial management and inclusivity, is currently participating in a three-day capacity building workshop organized by PACE in collaboration with JiPERGO. This workshop is designed to enhance the capabilities of participating civil society organizations (CSOs) in project design and management, specifically targeting climate and economic empowerment initiatives.

The program also focuses on strengthening coalition strategies for inclusive governance and citizen engagement, while expanding participants’ knowledge on donor proposal development and partnership building. The workshop convenes a diverse array of stakeholders, including representatives from CSOs, government bodies, academic institutions, and media practitioners, fostering a collaborative environment for shared learning and strategic advancement. Exceptional Leadership and Integrity Promotion Initiative remains dedicated to leveraging this opportunity to deepen its expertise and drive impactful, inclusive development outcomes.

As part of its strategic efforts and commitments to supporting and strengthening participatory governance and drive sustainable local development in Jigawa State, Exceptional Leadership and Integrity Promotion Initiative (ELIP) is attending a two-day Local Government Development Plan Workshop organized by the Jigawa State Ministry for Local Government and Community Development. Held at the FABS Hotels, Zaria, Kaduna, from Friday 19th to Saturday 20th September 2025, this high-level session brings together Local Government Chairmen, Directors of Planning, Research and Statistics, and Directors of Administration from all 27 LGAs to critically review, endorse, and finalize local development plans in alignment with state priorities and implementation frameworks .

The workshop’s objectives centered on sensitizing participants to the strategic importance of robust, community-driven development plans while ensuring each LGA’s roadmap is fully reviewed, validated, and formally approved. By securing top-level ownership and clear role assignments, this process lays a foundation for accountable, effective, and timely rollout of initiatives benefiting communities across Jigawa State
