To lay the keystone foundation for the future generation of the Toul Kork generation of young and influence children who are currently stagnant in their extreme poverty, straddled alongside the train-track of Toul Kork District in Phnom Penh City, Cambodia. Around

their home location, they are currently witnessing huge developments with the drainage of the lake area to the east, the start-up of the old railway system which steams through their homes from Sihanoukville daily,. Unemployment levels are high, with masses of young children who are illiterate and yet with huge potential in the area which stands in the shadows of the huge Parkson, and One Park developments within the city.. With plans on being the root charity for the re-generation and gentrification of a whole are area of the city called Phsar Depot, The RCC is the Foundation of Charity of raising enough money to begin cleaning up the area, creating awareness of the huge possibilities for tourism for the local residents, beginning a vocational training center, enabling employment and human resources to be used within the district, and enable tourism to the beautiful Neakvoan Pagoda with the first tocation of Cambodian Buddhist- Temple accommodations and tourism together with the Buddhist Development Center.
