Call for Expression of Interest – Independent External Evaluator (Consultant)
Inclusive Climate Action for Fiji (ICAF) Project
The Rotary Pacific Water for Life Foundation (RPW) is a non-governmental organisation working since 2007 in delivering climate-resilient water, sanitation, and hygiene (WASH) solutions across Fiji.
RPW is the coordinator of the Inclusive Climate Action for Fiji (ICAF) Project, funded by the European Commission and implemented in partnership with civil society organisations.
Expression of Interest is now open for an Independent External Evaluator (Consultant).
The Project
The ICAF Project aims to address the adverse impacts of climate change, reduce vulnerability, and strengthen resilience in Fiji. The project focuses on climate-smart agriculture and ecosystem protection, inclusive water and sanitation infrastructure, and strengthening civil society advocacy and governance, with a strong emphasis on women, youth, and persons with disabilities.
The Role
Upon completion of the implementation period, the independent external evaluator will be engaged to assess the relevance, efficiency, effectiveness, impact, and sustainability of the project. The assignment will include document review, field visits, and stakeholder consultations, and will require the preparation of evaluation reports and presentations, including findings, lessons learned, and recommendations.
Duration
The engagement will be for up to a maximum of 20 working days, including field visits, and is expected to be undertaken within June – July 2026.

Budget
The consultant will provide a daily rate (FJD) for the duration of the engagement. Field trip costs will be covered separately.
Qualifications
Applicants must possess a degree or Master’s qualification in climate change, environment, development studies, human rights, management, or a related discipline, with a minimum of seven (7) years’ experience in conducting external evaluations. Working knowledge of European Union or other internationally funded projects will be considered an added advantage.
Application Submission
Interested candidates are required to submit a written application (maximum five pages) outlining their relevant competencies and experience, understanding of the assignment, proposed methodology and approach, and proposed daily rate in FJD. The application must be accompanied by a Curriculum Vitae (CV) and at least two (2) professional references.
