قدمت مؤسسة ماعت مداخلة شفوية رحبت فيها بجهود أمانة معاهدة تجارة الأسلحة لتطوير استراتيجية لمدة 5 سنوات شاملة وشفافة، وذلك خلال مشاركتها في أعمال الاجتماع التحضيري غير الرسمي للمؤتمر الثاني عشر للدول الأطراف في المعاهدة، واعتبرت المؤسسة هذه الاستراتيجية خطوة هامة لتعزيز تجارة الأسلحة المسؤولة، خاصةً في ظل استمرار تدفق الأسلحة من دول أطراف بالمعاهدة إلى مناطق النزاع في المنطقة العربية أو إلى حكومات ترتكب انتهاكات جسيمة للقانون الدولي الإنساني مثل حكومة الاحتلال الإسرائيلي.

Maat for Peace delivered an oral statement in which it welcomed the efforts of the Arms Trade Treaty Secretariat to develop a comprehensive and transparent five-year strategy, during its participation in the informal preparatory meeting for the twelfth Conference of States Parties to the Treaty.

Maat considered this strategy an important step to promote responsible arms trade, especially in light of the continued flow of weapons from States Parties to the Treaty to conflict zones in the Arab region or to governments that commit serious violations of international humanitarian law, such as the Israeli occupation government.

بالتزامن مع اليوم الدولي لضحايا العدوان من الأطفال الأبرياء، أصدرت مؤسسة ماعت للسلام والتنمية وحقوق الإنسان تقرير حقوقي جديدة بعنوان: "أطفال تحت الركام: دور معاهدة تجارة الأسلحة في حماية حقوق الأطفال في المحتلة".

ويوثق التقرير الدور الكارثي لتدفقات الأسلحة والمعدات العسكرية من الدول الأعضاء في معاهدة تجارة الأسلحة إلى قوات الاحتلال الإسرائيلي، مما مكّنها من الاستمرار في ارتكاب انتهاكات جسيمة وجرائم حرب ممنهجة ضد الأطفال في قطاع غزة والضفة الغربية منذ أكتوبر 2023 وحتى نهاية مايو 2026.

واختتمت مؤسسة ماعت تقريرها بحزمة من التوصيات، دعت فيها الدول الأعضاء في معاهدة تجارة الأسلحة إلى الامتثال الفوري لالتزاماتها والتوقف التام عن إصدار تراخيص التصدير أو استغلال العقود القديمة والثغرات القانونية مع الولايات المتحدة. كما طالبت بالإغلاق الفوري لجميع الأجواء والموانئ أمام الشحنات العسكرية المتجهة لإسرائيل، ودعت الهيئات الأممية لفتح تحقيقات جنائية مستقلة في الانتهاكات الستة الجسيمة ضد الأطفال.

In conjunction with the International Day of Innocent Children Victims of Aggression, Maat for Peace, Development and Human Rights issued a legal study.

The report highlights the devastating role of arms and military equipment flows from States Parties to the Arms Trade Treaty (ATT) to the Israeli occupation forces, enabling them to continue committing serious violations and systematic war crimes against children in the Gaza Strip and the West Bank from October 2023 until the end of May 2026.

Maat concluded its Study with a set of recommendations urging States Parties to the ATT to immediately comply with their obligations and to completely stop issuing export licenses or exploiting old contracts and legal loopholes with the United States. It also called for the immediate closure of all airspace and ports to military shipments bound for Israel, and urged UN bodies to open independent criminal investigations into the six serious violations against children.

خلال مشاركتها في أعمال الاجتماع التحضيري غير الرسمي للمؤتمر الثاني عشر للدول الأطراف في معاهدة تجارة الأسلحة، قدمت مؤسسة ماعت مداخلة شفوية أعربت فيها عن تقديرها لجهود الدول في تعزيز دور جهات التنسيق المعنية بالنوع الاجتماعي، واعتبرت أن عمليات نقل الأسلحة غير المسؤولة وتحويل وجهتها تُعد محركاً رئيسياً لتصاعد العنف الجنسي والعنف القائم على النوع الاجتماعي كسلاح حرب في مناطق النزاع، لاسيما في جمهورية الكونغو الديمقراطية، والسودان، والأراضي الفلسطينية المحتلة.

During its participation in the informal preparatory meeting for the twelfth Conference of States Parties to the Arms Trade Treaty, Maat for Peace delivered an oral statement in which it expressed its appreciation for the efforts of States in strengthening the role of gender focal points, and considered that irresponsible arms transfers and diversions are a major driver of the escalation of sexual and gender-based violence as a weapon of war in conflict zones, particularly in the Democratic Republic of Congo, Sudan, and the occupied Palestinian territories.

على هامش الاجتماع التحضيري غير الرسمي للمؤتمر الثاني عشر لمعاهدة تجارة الأسلحة، عقدت مؤسسة ماعت حلقة نقاشية تحت عنوان: "المسؤولية القانونية للدول الأطراف في معاهدة تجارة الأسلحة لمنع تصعيد الصراعات في الشرق الأوسط". ، استهدفت الحلقة تسليط الضوء على الالتزامات القانونية بموجب المادتين 6 و9 من المعاهدة، ومناقشة آليات تنظيم ومنع عبور وترانزيت الأسلحة التي قد تسهل ارتكاب جرائم حرب أو انتهاكات جسيمة للقانون الدولي الإنساني، خاصة في ظل التصعيد العسكري الحرج الذي تشهده منطقة الشرق الأوسط.

قد خلصت الحلقة النقاشية إلى ضرورة توسيع دوائر الحوار القانوني والدبلوماسي حول سبل تفعيل الالتزامات القانونية والأخلاقية لمعاهدة تجارة الأسلحة كأداة حيوية لحماية أرواح الأبرياء وليس مجرد اتفاق دبلوماسي، مع التركيز على الدفع نحو تغيير ممارسات الدول الأطراف لضمان عدم استخدام أراضيها، أو موانئها، أو أجوائها لترانزيت الأسلحة إلى مناطق النزاع لا سيما في ظل ما يشهده قطاع #غزة و #لبنان من جرائم حرب وإبادة جماعية، فضلاً عن معاناة شعوب #اليمن و #سوريا و #السودان وذلك من خلال تبني حزمة مستهدفات مستقبلية تقودها مؤسسة ماعت لتجميع توصيات الخبراء في وثيقة شاملة لرفعها لأمانة المعاهدة والدول الأعضاء، بالتوازي مع مطالبة الدول بالمراجعة الفورية لتصاريح العبور، واشتراط الإخطار المسبق، وتفعيل التعليق الطارئ، والتحقق الفعلي من الشحنات لتعزيز الشفافية والمساءلة الدولية.

On the sidelines of the informal preparatory meeting for the Twelfth Conference of the Arms Trade Treaty, Maat for Peace, Development and Human Rights held a panel discussion titled: "The Legal Responsibility of States Parties to the Arms Trade Treaty to Prevent the Escalation of Conflicts in the Middle East." this panel aimed to shed light on the legal obligations under Articles 6 and 9 of the Treaty, and to discuss mechanisms for regulating and preventing the transit and transshipment of weapons that might facilitate the commission of war crimes or grave violations of international humanitarian law, especially in light of the critical military escalation currently witnessed in the Middle East region.

The panel discussion concluded with the necessity of expanding the circles of legal and diplomatic dialogue on ways to activate the legal and moral obligations of the Arms Trade Treaty as a vital tool for protecting innocent lives and not just a diplomatic agreement. The focus should be on pushing toward changing the practices of States Parties to ensure that their territories, ports, or airspace are not used for the transit of weapons to conflict zones, especially in light of the war crimes and genocide witnessed in the Strip and , as well as the suffering of the peoples of , , and . This is to be achieved by adopting a package of future targets led by Maat to compile experts' recommendations into a comprehensive document to be submitted to the Treaty Secretariat and Member States, in parallel with calling on countries to immediately review transit permits, require prior notification, activate emergency suspension, and physically verify shipments to enhance transparency and international accountability.

Maat for Peace participated with an oral statement before the Working Group on the Universality of the Treaty, during the informal preparatory meeting for the Twelfth Conference of States Parties to the Arms Trade Treaty, in which it reviewed its strategic efforts to promote the universality of the treaty in the Arab region through a participatory national consultation methodology, despite the funding challenges.

During its participation in the informal preparatory meeting for the twelfth Conference of States Parties to the Arms Trade Treaty, Maat for Peace delivered an oral statement before the Working Group on the Effective Implementation of the Treaty, stressing that the absence of a unified definition of brokerage within the framework of the Treaty allowed weapons to reach terrorist and armed groups in the Arab region, particularly Sudan.

It also called on global arms companies to apply due diligence frameworks similar to those in the electronics sector, noting the involvement of Israeli companies in war crimes in Gaza and southern Lebanon.
