Asmae Egypt is looking for “Monitoring, Evaluation, Accountability and Learning (MEAL) Officer” who will be responsible for all planning, monitoring, documentation, learning and research activities, both quantitative and qualitative for Asmae Programs to ensure their quality in terms of efficiency and effectiveness.
Education / Experience:
• Bachelor’s degree required, Master’s degree in statistics, demographics, public health, or international development preferred
• Minimum of 5 years of experience working in the field of monitoring and evaluation
• Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
• Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
• Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
• Proven experience in gender transformative programming, and inclusion promotion.
• Fully aware of protection dimension, and safeguarding programming.
• Multi-sectorial knowledge is highly preferred.

Asmae seeks to engage with a specialized consulting team in “Arts for Development” to design and implement a capacity building program for a core team of project coordinators in two partner NGOs, and prepare them as trainers/facilitators capable of using different kinds of arts (such as interactive theatre, music, visual arts, storytelling, etc.) as tools for developmental intervention and psychosocial support for children at risk.

APPLICATION PROCEDURES, REQUIREMENTS AND DEADLINE
The consultant(s) is expected to present a technical proposal covering the following sections in one document:
● Profile of company or individual including a track record of the most relevant experiences with brief description related and contact reference (Max. 3 pages)
● Brief summary of the proposed methodology for the mission (Max. 1 page)
● Detailed work plan (using a table layout)
● Team structure, roles and responsibilities, and time allocation if applicable. (Max. 1 page)
Meanwhile the following items are required to be attached separately as annexes.
● CVs for consultant, and other team members if applicable and portfolio for companies
● Previous A4D projects/ reports and their measurable social impact from previous relevant missions (all samples will be kept confidential) or links to website where reports/deliverables can be retrieved (highly recommended).
● Detailed budget in Egyptian Pounds including ALL tax with cost breakdown (fees, daily allowances, material and tools, transport costs, etc.).
● A scanned valid copy of tax card and registration.

The study shall serve as the initial step in understanding child protection aspects and practices in the territories of Manshiyat Nasser (garbage collector neighbourhood), Marg and Ain Shams a well as contributing to refining the project interventions and implementation methodology to better cope the targeted communities and groups.

The external independent final evaluation will cover the duration of the Project from its starting date in January 2022 to September 30, 2025. It will assess the Project's performance and progress against the review criteria: effectiveness, efficiency, impact, and sustainability, as well as crosscutting components (gender, protection, inclusion).
