At the latest RGF Monitoring Committee meeting in North Macedonia, our partners from Институт за европска политика (ЕПИ)/European Policy Institute - EPI pushed for a more structured, meaningful role for civil society organizations (CSOs) in tracking North Macedonia's Reform Agenda.

CSOs bring field experience, policy expertise, and evidence to the table. To turn this expertise into impact, we are calling for three key actions:

1️⃣ Establish formal CSO representation in the Monitoring Committee, with clearly defined roles, rights and responsibilities.
2️⃣ Ensure inclusive and informed participation by providing timely access to relevant information and space for both written contributions and spoken CSO input.
3️⃣ Strengthen transparency and follow-up by publishing key documents and explaining how recommendations are considered.

🇪🇺 The European Commission has today made available €49 million to Albania, €44.2 million to Montenegro, and €65.7 million to North Macedonia under the Reform and Growth Facility. This follows the third request for payment and the Commission’s positive assessment of reform steps implemented in the areas of business competitiveness and innovation in Albania and Montenegro, and education and digitalisation in North Macedonia.

💶 With today’s release, the total amount released under the Facility under their respective envelopes reaches €212.8 million for Albania, €89.3 million for Montenegro, and €142.1 million for North Macedonia.

N-CoMERs in Prishtina and Skopje! 🇽🇰 🇲🇰

👥 As we reach the "mid-way" point of the 2024-2027 Reform Agenda, we brought together over 150 civil society organizations, academic experts, and government officials in both Pristina and Skopje on N-CoMERs organized by Group for Legal and Political Studies and Институт за европска политика (ЕПИ)/European Policy Institute - EPI.

📊 While each country faces unique challenges, from digital transition to the rule of law, the message from both consultations was clear: inclusive dialogue and evidence-based monitoring are the only ways to ensure these reforms lead to real European integration.

🇽🇰 🇪🇺 The WB Reform and Growth Monitor Project welcomes the EU decision to disburse the 7% or 61.2 million euros of the Growth Plan for Kosovo. This step follows the ratification of the Facility and Loan agreements on 13 February 2026 and the completion of other technical procedures. This disbursement marks the country’s first step towards benefiting from the total package of 883 million euros allocated to Kosovo from the Growth Plan.

🇲🇪 🆕 Our Reform Monitor for Montenegro for the second semester of 2025 is published!

🔎 The Reform Agenda Update, prepared by the Institut alternativa checks the progress made in the implementation of the facility in Montenegro.

📄 The “Reform Agenda Updates” assessment focuses on the implementation progress of country-specific obligations under the RGF. Monitoring is conducted through a set of procedural, reform implementation, and financial indicators. The core of the monitoring exercise tracks reform steps with defined deadlines, assessing their implementation status based on publicly available evidence and official documentation obtained by national authorities, and, where relevant, complemented by information from independent institutions and civil society sources. Cross-cutting attention is given to stakeholder participation and transparency.
