GroundSwell Redfern Waterloo A Coalition of non-government agencies & Residents in the Redfern/Waterloo area.

GroundSwell is a coalition of residents and non-government agencies in the Redfern and Waterloo areas committed to assisting local residents to understand what it is the government plans to do in their local communities and to their homes. We will work together to

• To develop and offer capacity building opportunities (peaks and local NGO’s, community groups to share information and skills to de

velop training programs and other learning opportunities for both residents and across sector agencies)

• To provide mechanism for peer support/communication for those working in tenant participation and community engagement (HCP/TPRS/ RLC and HNSW Team leaders share information on NAB related activities)

• To impartially document and share resident’s perspectives in its diversity during the redevelopment through multiple platforms as resources allow.

• To provide opportunities for individuals, organisations, and community groups view to be heard without fear of reprisals and provided and undertake advocacy work where appropriate.

Waterloo South pre-lodgement consultations will start next Monday 27th October 2025 on the Stockland Consortium’s “big picture” plan for Waterloo South. This needs to accommodate the extra 10% design excellence floor space from the 2022 rezoning and to provide greater site wide clarity about what will be delivered where.

A Social Impact Assessment (SIA) is required as is a Preliminary Social Impact Management Plan (SIMP) which means that the people impact need to be assessed and managed, not just the built environment outcomes. Stockland say the Social Impact Assessment consultants will be at all sessions.

Stockland will release a Draft Concept Plan for the start of consultations and will hold an on-line "Community Information and Feedback" session on Nov 3 at 5pm. Details at www.waterloorenewal.com.au

REDWatch has put together a primer for Waterloo South Concept Plan and Rezoning Consultation which seeks to explain the changes since the 2022 rezoning and what is in play in the current consultation. This includes some unpacking of what Stockland said it wants to do at a recent REDWatch meeting and in the Scoping Proposal as well as some analysis of changes made by Homes NSW in its final Waterloo Estate People and Place Plan released last week.
