On the morning of 28 August 2026, an instruction was issued by Director Planga of the Breede Valley Municipality to remove 6 dogs that were being kept inside the municipal rental unit situated at 32 De Wet Street, Worcester. Sandys Animal Rescue was accompanied during this operation by Law Enforcement, the Housing Department, and the South African Police Service. Our sole function was to remove the 6 dogs from the municipal rental unit. No damage to the property was caused by any of the parties involved. All persons present at the property were informed that they had 7 days to reclaim their animals, provided that suitable and acceptable accommodation was available for the animals. The lawful tenant of the property was not present during the ex*****on of the instruction. However, the owners of the dogs were present during the operation and were aware of the removal of the animals. Sandys Animal Rescue provides services on behalf of the Breede Valley Municipality and is required to carry out lawful instructions given to us. This was a municipal instruction, and it was executed as required of us. There have already been several warnings and fines issued over the past 2 years, which remain unpaid. These warnings and fines were ignored by the relevant parties. Sandys Animal Rescue has known Queenie since she was 8 weeks old, after she was previously found tied to a tree. We repeatedly provided food and explained the relevant animal protection legislation to Melvin October, but these concerns were ignored. The organisation has incurred various medical expenses for Queenie over time. The most recent incident occurred in October 2025, when Queenie was again found tied to a tree in the sun, without adequate food and water, outside Stockenström Street, Shoprite. During this incident, Sandys Animal Rescue further incurred expenses to install fencing at his grandmother’s property to ensure that Queenie would be safe. We trust the truth will spread.
