REQUEST FOR PROPOSAL | Mpumalanga H**p Value Chain

The Mpumalanga Green Cluster Agency (MGCA) is inviting suitably qualified professional service providers to support the acceleration and coordination of Mpumalanga’s h**p value chain through a province-wide reconnaissance, market gap analysis and development of bankable business cases.

The assignment will assess five potential h**p pathways:
1. Textiles – high-value fibre for PPE, clothing and apparel
2. Biofuels – biomass for green energy and industrial fuel substitutes
3. Building & Construction – h**p hurd and fibre for h**pcrete and sustainable materials
4. Automotive – bio-composites and interior components
5. Food, Beverages, Animal Feed & Nutraceuticals – grain, seed and oil processing

The work is structured in three gated stages, beginning with a provincial h**p reconnaissance and desktop prioritisation, followed by detailed market-gap analysis for selected pathways and, ultimately, investment-ready business cases and financial models for pathways confirmed as viable.

The successful service provider will also develop:
- A co-funding and investment mobilisation strategy
- Funder-specific investment-readiness packages
- A framework for a Provincial H**p Facilitation Desk within MGCA
- A final consolidated report and close-out package.

Who should apply?

Professional service providers with demonstrated expertise in areas such as:
- H**p/agricultural and agro-processing value chains
- Market and feasibility analysis
- Bankable business-case development and financial modelling
- Regulatory and environmental compliance
- Co-funding strategies and DFI engagement.

Bidders must also meet mandatory administrative requirements, including submission of CIPC registration documents, a SARS Tax Compliance Status PIN, valid B-BBEE documentation and a bank confirmation letter not older than three months.

Closing date: 28 September 2026
Assignment duration: Up to 10 months

The RFP also notes that MGCA may select which pathways proceed at each gate, meaning the eventual scope and contract value may vary according to the pathways approved.
