Yesterday, Prime Minister Lê Minh Hưng presented the Government’s first report at the 1st Session of the 16th National Assembly. Among 76 annotated points, Item 38, appearing across 50% of the referenced provisions, highlights:
Promoting exports, diversifying markets, products, and supply chains; effectively leveraging traditional markets; and accelerating negotiations and the signing of new FTAs.
Item 38 refers to: the Middle East, Latin America, Africa and notably, Pakistan.
In a highly generalized policy document, the explicit mention of a single country alongside entire regions is not incidental, it signals a clear prioritization in Vietnam’s market expansion strategy.
Over the past year, I have had three official engagements with counterparts from this country:
First Engagement: Working with the Ambassador Extraordinary and Plenipotentiary to develop a foundational strategic report and policy recommendations. This was conducted under special direction to identify exemplary partner models and new-era people-to-people diplomacy.
Second Engagement: Meeting with the Minister of Commerce to discuss market positioning and Vietnam’s role in the country’s development strategy, while fostering institutional linkages with Vietnam’s urban planning ecosystem.
Third Engagement: Working with the Federal Minister for Planning, Development and Special Initiatives, also Vice Chairman of the Planning Commission, accompanied by a dedicated report on national urban planning within the Vietnam Strategy framework. The strategic mindset and commitment to bilateral cooperation were particularly impressive.
The most striking takeaway is clear: a strong action-oriented mindset, ex*****on capacity, and political determination.
I extend my sincere congratulations to the Ambassador of Pakistan to Vietnam. The Government’s recognition reflects not only diplomatic efforts, but a deep understanding of and genuine affinity for Vietnam, laying the groundwork for stronger bilateral development.

My sincere appreciation also goes to the Embassy and partners for acknowledging the policy recommendations and advisory contributions of the Institute for Policy Governance.
With deep respect, I wish you all continued health and happiness.
As a Vietnamese, I am truly grateful not only for your work, but for the enduring spirit with which you carry a love for Vietnam wherever you go.
