We are ALL IN to protect mail-in voting! Add your voice today. 👇

A federal judge just blocked major parts of an executive order tied to a proposed federal rule that could still affect how mail ballots are processed in 2026. There’s still an opportunity to weigh in before it’s finalized!

Earlier this year, an Executive Order directed the Department of Homeland Security (DHS) and the U.S Postal Service (USPS) to build new systems for tracking US citizens, especially those who vote by mail. In June, USPS proposed a rule to begin implementing that order. Under the rule, states would have to submit lists of mail voters to USPS, and ballot envelopes would need a unique barcode for each voter.

States that don’t comply could have their mail ballots REJECTED outright and not sent to voters.

A federal judge has since blocked major parts of the executive order itself, ruling that the President does not have the power to control how states run their elections. This protects voters in the 23 states and Washington D.C. that took legal action for now, but the USPS rule remains a separate process and is still moving forward.

This is a severe threat to voting access:
📬 Nearly 45 million Americans voted by mail in 2024.
🧑‍⚖️ Thirty states, including all-mail states like California, Colorado, Nevada, Utah, and Washington — are already in federal litigation over sharing voter data. This rule is another attempt to access voter information.

If this rule impacts you or your campus community, share your opinion! USPS is required to accept public comments on this rule before it can be finalized.

Submit your comment NOW or by 5 PM ET on Thursday, July 2, by emailing [email protected], including your name and address with a subject line of “Ballot Mail.” 🗳️

The ALL IN team spent last week together doing what we do best: getting aligned and getting to work! 🙌

With the 2026 midterm election on the horizon, our team came together to sharpen strategy, build momentum, and make sure we’re showing up for students and campuses across the country.

Here’s what we’re cooking up:

🎤 Prepping mini mic swag boxes to help students mobilize their peers around voting.

📈 Building out campus and student engagement strategies using ALL IN to Vote’s Pledge to Vote leaderboard. (P.S. Have you pledged to vote this year? Help your campus climb the leadership board by pledging today at allin.vote/pledge)

📝 Developing approaches to support institutions with developing and implementing their 2026 nonpartisan campus action plans.

💭 Dreaming up creative ways to celebrate campuses for their nonpartisan civic engagement work.

Building a culture of nonpartisan civic engagement on campus takes leadership.

We’re excited to announce the 14 campus leaders of our 2026 Presidents’ Council!

They will lead more than 775 college and university presidents, provosts, and chancellors who have committed to full student voter registration and participation in the 2026 elections.

Higher education leaders have the opportunity to shape the next leaders. We’re so proud to have these presidents join us in our mission to increase voter participation among college students.

Youth voter turnout doesn't happen by accident. It happens because student leaders put in the work.

Liv Antigua, ’s Senior Program Manager, joined civic leaders and student champions at the Tennessee Campus Civic Summit last week and spoke with students about how they’re preparing for 2026. Here’s what she heard:

🤝 Student leaders are looking forward to helping their fellow classmates vote in the midterm elections this year, aiming to increase youth voter turnout!

🔑 Consistency is key: it’s important to not only help students register to vote, but to follow up and give them the nonpartisan tools they need to cast their ballot with confidence (and stay civically engaged after the election, too).

🗳️ In addition to supporting their campus community, young people are excited to make their OWN voices heard at the polls this year!

Thank you to everyone who put this event together, we had a great time talking with Tennessee students about the power of their voice!
