A panel of experts will discuss the legal issues surrounding the Problem and answer (appropriate) questions from participants on Friday, 23 October at 12:15pm Eastern Time.

This panel, hosted by the American Branch of the International Law Association, will be held as part of their annual International Law Weekend (ILW) (22-24 October in New York City).

Students attending ILW may attend the panel in person; others can join and participate online.

These materials are intended to give teams a strong foundation with which to begin their research. Teams are not limited to these materials and are strongly encouraged to go beyond them in their research for the Jessup problem.

ILSA has compiled a list of basic materials to help teams prepare for the 2027 Hamilton Lugar / ILSA Undergraduate International Law Moot Court Competition.

For the Jessup 2028 Problem, ILSA is trying something new.

Rather than inviting complete proposals for the Problem, we are asking the international law community for ideas: legal questions, emerging issues, factual settings, doctrinal tensions, or other topics that could form part of a compelling Jessup Problem.

There is no need to design an entire Problem, identify four fully developed legal issues, or have prior experience writing a moot problem.

If there is an issue, question, or development in international law that you think the Jessup should explore, we would like to hear about it.

Ideas submitted through this process will help inform ILSA’s development of the Jessup 2028 Problem and may be combined, adapted, expanded, or considered alongside ideas developed independently by ILSA.

Ideas must be submitted by October 31, 2026.
