The International Leadership Foundation proudly recognizes Judge Joe Jefferson for receiving two distinguished honors: the 2025–26 Colorado Municipal Judges Association’s (CMJA) Distinguished Jurist of the Year Award and the 2026 Minoru Yasui Community Service Award.

Judge Jefferson serves as an Honorary National Advisor to the International Leadership Foundation and has a decades-long devotion and commitment to public service, civic leadership, the law, and community advocacy. Born and raised in Englewood, Colorado, he earned his B.S. from Cornell University and his J.D. from the University of Denver. His family also operated Twin Dragon Restaurant, a longstanding local business that served the Englewood community for more than four decades.

The Distinguished Jurist of the Year award recognizes excellence in judicial service for displaying outstanding character, leadership, competency, and innovation in the performance of judicial duties, while the Asian Pacific American Bar Association of Colorado (APABA) Minoru Yasui Community Service Award goes to an individual whose community service exemplifies the lifetime achievement of Mr. Minoru Yasui. Mr. Yasui famously challenged the laws applied to Japanese Americans during World War II and advocated for civil rights and liberties of American citizens, regardless of race or ethnicity.

On April 9th, in acceptance of the 2026 APABA Minoru Yasui Community Service Award, Judge Jefferson reflected, “My earliest lessons about justice as well as personal courage and belief in community did not come from law school or the courtroom. It came from experiences at our family restaurant in Englewood. I did not realize it back at that time, but those lessons would shape my understanding of these ideals. Judge Jefferson expressed his gratitude to his mother, Ms. Shiou Jefferson, ILF Colorado Honorary Chair, for her courage in coming to the United States with only $1,000 and a determination to build a better future. He concluded, “Her sacrifice to improve her life for my benefit is the greatest gift I’ve ever received. She is one of the giants on whose shoulders I stand. Her resilience and her unwavering belief in education and service made everything in my life possible. She taught me that success is not defined by recognition, but by responsibility; by what we do for others with the opportunities we are given. Thank you Mama for everything, I love you.”

Judge Jefferson has played a significant role in local government, serving on the Englewood City Council for over 10 years and as mayor from 2015 to 2018. He made history as the city’s first mayor of Asian heritage and the State of Colorado’s first Taiwanese American mayor. In 2017, he was elected as Englewood’s Presiding Municipal Judge, becoming the only publicly elected and Asian presiding judge in Colorado, and was reelected in November 2025.

The International Leadership Foundation (ILF) today announced a partnership with America250, the national, nonpartisan organization charged by Congress with leading the commemoration of the 250th anniversary of the signing of the Declaration of Independence.

The partnership reflects ILF’s commitment to advancing civic engagement and developing the next generation of American leaders through programs that connect students to public service, leadership development, and national civic initiatives.

“America’s 250th anniversary is an opportunity to inspire the next generation to engage with our nation’s history and help shape its future,” said Jen Condon, Executive Vice President at America250. “The International Leadership Foundation’s longstanding commitment to developing young leaders and expanding access to public service opportunities makes them a valued partner in this effort, and we are proud to work together to foster civic engagement and participation as we approach the Semiquincentennial.”

Congratulations to our ILF Chairman, Dr Paul Hsu!

Dr. Paul Hsu was recognized with the Key to the City of Fort Walton Beach for his leadership, entrepreneurship, and dedication to education. From arriving in the U.S. with $500 to empowering future generations through the HSU Educational Foundation, this is a powerful reminder that the American Dream is not only something to be achieved but something to be shared in service to others.

Longtime businessman, technology entrepreneur and educational leader Paul Hsu recognized with Key to the City of Fort Walton Beach.

Dr. Paul Hsu was presented with a “Key to the City” by the Fort Walton Beach City Council during Tuesday night’s meeting.

Mayor Nic Allegretto remarked on the new tradition before reading a proclamation recognizing Hsu.

“In the time that I’ve been around and since anyone could recall, we’ve never given away a key to the city,” said Allegretto. “This is something special that I wanted to bring into our city that other cities do, and I couldn’t think of a better first recipient than you, sir.”

PROCLAMATION:

This year, as we celebrate our nation’s 250th birthday, we’re reminded that the American story is one of opportunity, perseverance and shared purpose.

Dr. Paul Hsu’s journey embodies that story.

Arriving in the United States from Taiwan in 1976 with just $500 and a belief in the promise of this country, he built a successful career as a technology entrepreneur and community leader.

But perhaps even more importantly, he chose to give back.
Through the HSU Educational Foundation, Dr. Hsu brought together business leaders, educators, and community partners to address a very critical need…cultivating a more skilled workforce through strong educational programming.

While his vision sparked the effort, the foundation’s impact is the result of the dedicated staff, teachers, volunteers, mentors, donors, and partners who share in that mission.

Dr. Hsu has always been clear that recognition should not rest on one person alone but reflect the collective work of the foundation and the community it serves.

In that spirit, it’s my honor to present the Key to the City of Fort Walton Beach to Dr. Paul Hsu in recognition of his leadership, generosity, and steadfast belief in the American Dream, and in celebration of the Hsu Educational Foundation’s ongoing commitment to empowering students and strengthening our community.

As we mark 250 years of this great nation, Dr. Hsu’s 50-year journey and the work of the Hsu Educational Foundation stand as a powerful reminder that the American Dream is not only something to be achieved but something to be shared in service to others.

Congratulations, Dr. Hsu and thank you for all that you have done and continue to do for our community!
