Fraud doesn’t always start with a payment — often, it starts with a phone call.

ETA joined a coalition urging the FCC to strengthen caller ID authentication and Know-Your-Upstream-Provider requirements to combat spoofed calls and impersonation scams.

An analysis cited by the coalition found that 80.2% of 12,900 illegally spoofed calls received A- or B-level authentication, potentially making fraudulent calls appear legitimate.

ETA supports stronger, risk-based safeguards that address fraud at its source and hold participants across the ecosystem accountable.

Stopping payments fraud means stopping scams before the money moves.

The CFPB is rewriting its open banking rule, again. The compliance deadlines are stayed and litigation is on hold, but the market keeps moving. Companies are making decisions about data strategy, contracts, and partnerships right now, without a settled framework.

At ETA's Payments Compliance Conference, the lawyers and industry participants closest to the proceedings will walk through where things stand, what the next proposal could mean for the payments ecosystem, and how companies are handling the interim.

If open banking is critical to your strategy, it is worth being in the room.

The next wave of state payments policy is already taking shape.

As the 2026 legislative season winds down, ETA is looking ahead to the issues likely to drive 2027 — including interchange, AI, privacy, money transmission, remittances, and consumer protection.

ETA is engaging lawmakers and industry leaders now to help shape these conversations before legislation is introduced.

The CFPB’s Open Banking rule is moving closer to release.

The agency has submitted its revised Section 1033 proposal to the White House for review — a major step for a rule that could reshape financial data access, competition, innovation, and fraud prevention.

ETA is actively engaged and will discuss what’s next at the Fintech Policy Forum on September 17.
