The Native American Contractors Association (NACA) Co-Chair Jon Deacon Panamaroff testified yesterday before the House Interior, Environment, and Related Agencies Appropriations Subcommittee during the FY27 American Indian and Alaska Native public witness hearings in Washington, D.C.

NACA continues to advocate for policies that strengthen Native contracting opportunities and support economic self-determination for Tribal and Native communities.

The Native American Contractors Association congratulates US Senator Markwayne Mullin on his nomination to serve as the Secretary of U.S. Department of Homeland Security.

Senator Mullin, a citizen of the Cherokee Nation, has long demonstrated a commitment to public service and leadership. We are grateful for his work on the Senate Committee on Indian Affairs and the Senate Armed Services Committee, where he has helped address issues important to Indian Country and our nation’s security.

His nomination represents a significant moment for Indian Country and highlights the continued contributions of Native American leaders at the highest levels of the federal government.

We wish Senator Mullin the very best as he enters this next stage of service to our nation.

Some highlights from Day 1 from the Native American Contractors Association (NACA) 2026 Annual Policy Summit — Navigating Tomorrow — in Washington, DC in February.

U.S. Department of the Interior Assistant Secretary for Indian Affairs Billy Kirkland opened the conference, welcoming Native contractors to the nation’s capital. His message was both clear and timely: Indian Country is not peripheral to America’s success—it is essential to it. Tribal and Native communities are powerful economic engines, trusted federal partners, and vital contributors to our national security.

NACA Executive Director emphasized that the strength of NACA lies in its Membership. Their stories, expertise, and leadership in Washington, DC highlight the real impact of Native federal contractors—strengthening our communities while delivering critical capabilities that support federal missions.

Last week at the Native American Contractors Association 2026 Annual Policy Summit – Congressional Networking Reception, we were honored to host Chairman Jeff Hurd of the House Natural Resources Subcommittee on Indian and Insular Affairs, along with Representative Nick Begich.

The reception provided a meaningful opportunity to bring together leaders and conference attendees to showcase the impactful work being done to strengthen Native communities and advance economic development across the country.

We look forward to continuing these important conversations and working together to support Native federal contractors.

Last week, the Senate Committee on Indian Affairs held an oversight hearing titled, “Economic Self-Determination in Action: Examining the SBA Native 8(a) Program.”

The Native American Contractors Association thanks Chair Lisa Murkowski, Vice Chair Brian Schatz, and Senators Markwayne Mullin, Steve Daines, and Catherine Cortez Masto for this important hearing on the Native 8(a) Program.

Cherokee Nation Principal Chief Chuck Hoskin Jr., Chugach Alaska Corporation President and NACA Policy Chair Katherine Carlton, Bristol Bay Native Corporation Vice President of Operations Polly Watson, Nakupuna Foundation President, NHOA President, and NACA Board Member Cariann Ah Loo testified on the critical importance of the SBA Native 8(a) Program.

The testimony underscored that Native 8(a) companies are delivering mission-critical services to the U.S. Government — while generating lasting benefits and economic opportunity in Native communities promoting self-determination as was intended by Congress.

Yesterday, Native American Contractors Association Board Co-Chair, Haven Harris, SVP of Growth and Strategy at Bering Straits Native Corporation (BSNC), testified at the House Natural Resources subcommittee on Indian and Insular Affairs, hearing titled "Making Federal Economic Development Work in Indian Country."

Haven highlighted the importance of Native federal contractors participation in the Small Business Administration 8(a) Business Development Program, emphasizing both the value our Native contractors bring to the federal government and the vital resources the program delivers to Native communities. This program meets the intent of Congress and the Administration - supporting self-determination in Tribal and Native communities in some of the most rural areas of the United States.
