Maximizing County Road Investments with Concrete Pavements

County engineers are frequently tasked with maintaining a large roadway network on shoestring budgets. Making the most out of those roadway investments is critical to ensure a long-lasting and well performing network.

Concrete pavements and overlays are often overlooked at the county level, as they are sometimes perceived as being only for interstate-level traffic or too expensive. This presentation will provide examples and perspectives on how many counties and smaller agencies across the country have successfully utilized concrete pavements and overlays.

It will present a number of resources available to assist with introducing and implementing concrete pavements, including the new guide, “A Fresh Look at Concrete Pavements for Local Agencies,” from the CP Tech Center, and demonstrate how easy concrete pavement design can be with PavementDesigner.org.

Did you know that rural roads see a 1.5x higher rate of fatal crashes than urban areas? These crashes are primarily roadway departures. That’s why rumble strips are so essential.
To protect that valuable asset, counties are pairing rumble strips with a materials‑based solution that protects the vulnerable joint beneath them, helping them last longer and perform better year after year.
In the 2025 resurfacing of Otterville Road in Jersey County, IL, VRAM/LJS was applied below the future centerline and shoulder rumble strips, strengthening the joint foundations to last.
