A referral can open the door to Early Intervention. But are families actually able to walk through it?

A new study published in Early Childhood Research Quarterly (ECRQ) found that after Massachusetts implemented a referral mandate for babies and toddlers involved with child welfare, referrals jumped from about 10% to 55%. Yet nearly half of children never received a developmental assessment, and overall service engagement declined.

The takeaway: Policy matters, but referrals alone aren’t enough.
Families need coordinated systems, strong relationships and support overcoming barriers to services. That’s where the Safe Babies approach can make a difference, connecting families, child welfare and community partners to help ensure babies get the support they need, when they need it.

Families across the country reported mounting hardship paying for the very basics like food, housing and healthcare. Food insecurity among parents with babies and toddlers nearly doubled from the start to end of 2025, and renters increasingly struggled to keep up with housing costs.

Families are clear about what they need: affordable health care, food security, stable housing, mental health support, paid leave, and access to quality child care. Policymakers have an opportunity and responsibility to act. Read the full report: https://bit.ly/430njje
