Wilson Center Africa Program The Africa Program is focused on engaging and informing the policy community in Washington on Africa and issues of mutual interest to the U.S. and Africa.

The Africa Program, established at the Woodrow Wilson International Center for Scholars in 1999, is focused on engaging and informing the policy community in Washington on Africa and issues of mutual interest to that continent and the United States. Its core mission of promoting high-level dialogue among policymakers, diplomats, non-governmental organizations, experts, field practitioners, and aca

demic specialists on both African issues and U.S. policy toward Africa leverages the Woodrow Wilson Center’s visibility, stature and convening authority. This is accomplished through a variety of programs and projects, including seminars, symposia, conferences, publications, research projects, public and media outreach, and on-the-ground training workshops in select post-conflict countries in Africa. While the Africa Program covers all of Africa, individual states, regional economic commissions, and the Africa Union, certain compelling issues demand center stage in our activities. With the support of the World Bank’s post conflict Fund, the Africa Program launched a major capacity building initiative in Burundi, designed to increase the ability of the country’s leadership to advance the post-war transition and economic reconstruction. The strategies and techniques developed in Burundi are now being adapted to conflict and post-conflict situations in the Democratic Republic of Congo, Liberia and other countries world wide.

Sudans Working Group Update | Tensions continue to escalate in South Sudan as the UN Mission in South Sudan warning of a "dire" situation and mounting violence. The US and the EU have called for a negotiated settlement to the conflict while the monitoring commission overseeing the country's peace agreement warns that recent clashes present the "most serious challenge" to peace since the deal's signing in 2018.

Meanwhile, on Friday, the Sudanese Armed Forces recaptured the presidential palace in . SAF advancements are changing the conflict dynamics in a region that remains rich in oil and mineral resources. Recent fighting has raised concerns over the escalation of cross-border conflict.

Fighting in the eastern continues as the rebel group consolidates control over the Lake region and clashes with government forces on its westward advance. Most recently, hopes of a ceasefire through -brokered peace talks have stalled as M23 pulled out of negotiations to be held in Luanda today, citing EU sanctions. Along with these developments, a humanitarian crisis is growing rapidly as M23 seizes territory in the mineral-rich region.

For an update on recent events and their implications for regional security, we spoke with Father Bihuzo Minani of "Centre d'Etudes Pour l'Action Sociale" in Kinshasa, DRC. We last spoke with Fr. Minani in January following the outbreak of fighting between DRC and rebel forces.

Earlier today, Africa Program director Oge Onubogu testified for the U.S. House of Representatives Foreign Affairs Committee on recent tensions between Christian and Muslim groups in northern Nigeria.

"At the root of this violence is a failure of governance to meet the population's most basic needs," Oge observed. She stressed the importance of identifying the root causes of violence, including how politicians are wielding religion and ethnicity in ways that continue to fuel conflict. Uganda deployed troops to South Sudan's capital on Monday as recent clashes between forces loyal to President Salva Kiir and those aligned with opposition leader Riek Machar threaten to unravel the country’s 2018 peace agreement.

Following UN warnings of a return to violence and the United States withdrawal of all non-emergency government staff from the country earlier this week, concerns over regional instability have grown. South Sudan hosts nearly a million refugees fleeing from the war in neighboring Sudan, in addition to over 2 million internally displaced South Sudanese.

Last week, we co-hosted the 2025 Southern Voices Network for Peacebuilding (SVNP) regional conference in with SNVP member, the for Peace and Security Studies.

Conversations on mediation and conflict resolution in the of Africa highlighted central themes shaping peace efforts in the region. From Ethiopia-Somalia negotiations to ’s ongoing mediation and the complexities of engaging non-state armed groups, several key insights emerged ⬇️

The momentum in the Sudanese Civil War is shifting, writes Ambassador (ret.) Donald Booth for Africa: Year in Review 2024. As the Sudanese Armed Forces ( ) gain ground against the Rapid Support Forces ( ), questions are raised over Sudan's "day after" and what that means for regional neighbors.

In South Sudan, a fragile peace deal is under threat as tensions rise between government and opposition forces. South Sudan’s Ambassador to the US, Santino Fardol W. Dicken, argues that delaying elections scheduled to take place last year was a necessary step to ensure inclusivity and stability of the process.

Latifah Namutebi, a former Southern Voices Network for Peacebuilding (SVNP) scholar, analyzed the implications of digital discourse on democracy in Uganda during her time with the Africa Program in 2024. We're pleased to announce the publication of Latifah's research paper and accompanying policy brief from her time with the Africa Program.

"Bridging Digital and Democratic Spaces: Social Media's Role in Building an Inclusive Democracy in Uganda" is a deep dive into the oft-conflicting roles social media can play in political spaces, both as a platform for open discussion and an amplifier of disinformation and polarization.
