Since 2025's One Big Beautiful Bill Act (OBBBA), 5 million people, including at least 1.2 million children, have lost SNAP benefits.

What do these changes to SNAP actually look like on the ground?

What happens to families when food assistance disappears? To food banks when more people turn to them for help? And to states and communities as the federal government shifts billions of dollars in SNAP costs to states?

Kelly leads Feeding America’s SNAP policy engagement at the federal and state levels, working closely with Feeding America network members. She’ll help us understand how SNAP changes are affecting states, communities, and families and what could be ahead next year.

Breaking news!

Yesterday, Representatives Miller (R-WV), Horsford (D-NV), Salazar (R-FL), and Pappas (D-NH) introduced the Stronger Start for Working Families Act, which would lower the earned-income threshold for the refundable Child Tax Credit from $2,500 to $1. Under this change, a taxpayer would qualify for a portion of the refundable CTC beginning with their first dollar of earned income, providing meaningful tax relief to families and encouraging more Americans to enter into the workforce.

“One step forward, two steps back.”

That’s how RESULTS advocate Kelley Osborne describes finally receiving housing assistance after years on a waiting list, only to have her SNAP benefits cut by 42%.

Kelley recently brought that lived experience to DC Journal’s Point/Counterpoint debate over SNAP, housing, and the safety net, offering a powerful response to the argument that recent changes are simply bringing pandemic-era programs back to an appropriate size.

Kelley’s message puts people at the center of the policy debate: “Food. Housing. Healthcare. These are not luxuries. They are basic human needs.”

At RESULTS, we believe poverty is a policy choice and that people experiencing poverty must be at the center of creating the solutions. Advocates like Kelley show what that looks like: using their voices to challenge narratives, shape public conversations, and make sure policymakers understand what their decisions mean in people’s lives.

As Kelley writes:

“We cannot stay silent. We need to speak up for the kind of country we want to live in — a country where working families, seniors, people with disabilities, and anyone facing hard times can count on a basic measure of security.”

Day one of the RESULTS National Conference featured a roll call of regions across the United States and a special keynote from Executive Director Joanne Carter. It was a joyful, hopeful evening and we are looking forward to seeing you tomorrow!
