What does it take to keep one of the world’s largest sporting events moving? During the recent Association for Commuter Transportation (ACT) 40th Annual International Conference, NOCoE hosted a panel discussion, “From Kickoff to Final Whistle: Lessons from the 2026 FIFA World Cup.”

This panel brought together experts from the Pennsylvania Department of Transportation (DOT), New Jersey DOT, and the City of Philadelphia to discuss how transportation agencies used TSMO strategies, regional coordination, and real-time operations to manage World Cup travel, and safely and reliably move millions of visitors.

NOCoE also had a booth to connect with attendees and provide resources to improve their TSMO strategy deployment.

With rapid e-commerce growth and surging curbside demand, transportation agencies must rethink freight and parking management to address these critical shortages and safety risks.

In this TSMO Moment Series interview, Iowa Department of Transportation CEO Scott Marler reflects on 28 years with the agency and what it takes to lead in an increasingly political role. He credits his operations background with preparing him for the director's role, where customer service and adaptability matter most.

Marler highlights Iowa's historic 2025 safety milestone: 260 traffic fatalities, the lowest since 1925. He also points to a cultural shift toward empowering staff, noting "the answers are in the room."

His guiding philosophy: keep moving forward, because "movement is more important than perfection."
