CALL FOR INNOVATORS!!

The U.S. Army is looking for cutting-edge solutions for its Army Enterprise Public Safety Answering Point (PSAP) Modernization. We're looking for advanced Computer-Aided Dispatch, Next Generation 9-1-1 Call Handling Equipment, and Location Information Services to enhance emergency communications on Army installations worldwide. The solution must be operational within months, requires minimal customization, offer long-term sustainability and scalability.

This Wednesday we recognize Leslie Jones, an Assistant Program Manager (APM) for Southwest Asia / Logistics Management Specialist at Product Manager Global Enterprise Network Modernization- OCONUS (PdM GENM-O), currently deployed to Camp Arifjan, Kuwait and holding the line for mission success!

Since 2017, Jones has supported PM IEN and PEO C3N transitioning from contractor to Department of the Army Civilian in July 2023. With nearly a year in her current role, Jones has already made a significant impact — recently stepping in as SWA Director and Senior Command Representative for PEO Enterprise and PEO C3N, and serving as liaison to the Assistant Secretary of the Army (Acquisitions, Logistics and Technology).

“As a teammate, I’m an outstanding motivator. I lead by example and always encourage others to push past their limits to reach the goal.”
With mentorship from leaders like Mr. Jonatthan Milo and Mr. Scott Ervin, and a passion for delivering exceptional results, he continues to drive four major COMPMOD projects and the Global Secure Network (GSN) forward across the region.

On June 26 at Fort Belvoir, the Project Manager Integrated Enterprise Network (PM IEN) marked a significant leadership transition and heartfelt farewell.

Col. Justin Shell passed the charter to incoming PM, Col. Alan Stephens, during a ceremony led by Brig. Gen. Kevin S. Chaney, Program Executive Officer for C3N. The event celebrated Shell’s 28 years of service, including his leadership overseeing more than $3B in Army IT modernization efforts.

“He unified networks and helped execute a vision
of one Army network,” said Chaney. “Jay, thank you for your leadership and legacy.”
Shell was honored with numerous awards, including the Legion of Merit and a Presidential Certificate of Appreciation.

Col. Stephens, a seasoned acquisition and combat leader, now takes the helm with a pledge to continue driving innovation and unity across the Army’s tactical and enterprise networks.

This week’s highlights MAJ Jon Wineinger, assistant program manager (APM) for the Army’s C5ISR/EW Modular Open Suite of Standards (CMOSS) Mounted Form Factor, better known as CMFF.

Within five months of becoming APM, MAJ Wineinger has taken on taken on significant responsibilities, serving as the C2Fix Trailboss site lead and playing an instrumental role in establishing CMFF as a new start Program of Record.

His contributions have included overseeing contract solicitation, conducting technical evaluations, securing acquisition strategy approvals, and playing a key role in briefing senior acquisition leaders for the CMFF Acquisition Decision Memorandum (ADM) decision.

Army Leader Urges Industry to Move Faster, Think Smaller at AFCEA Belvoir Industry Days

The U.S. Army is embracing a faster, more agile approach to acquiring battlefield technology, according to Brig. Gen. Kevin Chaney, Acting Program Executive Officer, who delivered a keynote address to industry leaders during AFCEA Belvoir Industry Days 2025 at the Hilton Alexandria Mark Center.

In his remarks, Chaney emphasized the Army’s shift away from traditional, large-scale acquisition efforts in favor of modular, scalable capabilities that can be tested and integrated more rapidly into operational formations.

“We go fast, we learn, we adjust,” said Chaney. “The days of big programs may not survive much longer. We’re focused on building smaller, better, faster, and cheaper.”

Chaney encouraged industry partners to anticipate the Army’s needs and bring forward solutions even before formal requirements are issued. He noted that promising technologies could be evaluated during events like Project Convergence, where they are tested in operationally relevant environments.

“If you can get ahead of us and show us something worthwhile, we’ll test it. If it works, we’ll try to get it into the formation quickly. If not, we’ll give you feedback and invite you to come back,” Chaney said.

The keynote also highlighted the importance of flexible funding lines and streamlined acquisition processes to keep pace with emerging threats. Chaney reaffirmed the Army’s commitment to delivering real capabilities to the warfighter, particularly in areas like network modernization and command-and-control support under the C2 Fix and Transformation in Contact efforts.

"We are operating in a changing environment,” Chaney said. “But our priority remains the same—delivering meaningful capability to the Soldier.”
