Army Leader Urges Industry to Move Faster, Think Smaller at AFCEA Belvoir Industry Days
The U.S. Army is embracing a faster, more agile approach to acquiring battlefield technology, according to Brig. Gen. Kevin Chaney, Acting Program Executive Officer, who delivered a keynote address to industry leaders during AFCEA Belvoir Industry Days 2025 at the Hilton Alexandria Mark Center.
In his remarks, Chaney emphasized the Army’s shift away from traditional, large-scale acquisition efforts in favor of modular, scalable capabilities that can be tested and integrated more rapidly into operational formations.
“We go fast, we learn, we adjust,” said Chaney. “The days of big programs may not survive much longer. We’re focused on building smaller, better, faster, and cheaper.”
Chaney encouraged industry partners to anticipate the Army’s needs and bring forward solutions even before formal requirements are issued. He noted that promising technologies could be evaluated during events like Project Convergence, where they are tested in operationally relevant environments.
“If you can get ahead of us and show us something worthwhile, we’ll test it. If it works, we’ll try to get it into the formation quickly. If not, we’ll give you feedback and invite you to come back,” Chaney said.
The keynote also highlighted the importance of flexible funding lines and streamlined acquisition processes to keep pace with emerging threats. Chaney reaffirmed the Army’s commitment to delivering real capabilities to the warfighter, particularly in areas like network modernization and command-and-control support under the C2 Fix and Transformation in Contact efforts.
"We are operating in a changing environment,” Chaney said. “But our priority remains the same—delivering meaningful capability to the Soldier.”
