Children are often the first and among the most deeply affected victims of conflict. In 2024, the UN verified a record 41,370 grave violations against children, including killing and maiming, recruitment by armed groups, sexual violence, abduction, attacks on schools and hospitals, and the denial of humanitarian access.

These violations do not occur in a vacuum. They are often preceded by rising fragility, weakening institutions, deteriorating public services, and declining social cohesion. Protecting children requires acting on warning signs before fragility escalates into crisis and violence.

Sudan is entering its fourth consecutive year of civil war, with fighting between the Sudanese Armed Forces and Rapid Support Forces continuing to drive one of the world’s most severe humanitarian crises. The conflict has not only intensified insecurity but also reversed years of fragile progress in governance and state capacity.

The Fragile States Index (FSI) helps us understand the scale and drivers of Sudan’s current fragility. The Security Apparatus Indicator reflects the fragmentation of the state’s monopoly on violence, as competing armed actors engage in sustained conflict, deploy heavy weaponry, and contribute to widespread civilian insecurity. The Human Flight & Brain Drain Indicator captures the large-scale outflow of skilled professionals and the erosion of human capital, as prolonged instability disrupts essential services and undermines long-term recovery.

Declines in press freedom are increasingly associated with rising state fragility and shrinking civic space.

The Reporters Without Borders World Press Freedom Index (2026) finds that less than 1% of the global population lives in countries with “good” press freedom, while over half lives in countries that operate under extremely restricted media conditions.

As media freedom contracts, the quality and accessibility of information deteriorates, enabling misinformation, deepening polarization, and eroding social cohesion.

Research by The Fund for Peace emphasizes that independent media is central to maintaining a functioning “public square,” where diverse groups can engage constructively. Within its Fragile States Index framework, civic space, defined by access to rights and reliable information, is a foundational pillar of state resilience. FFP’s work further shows that restrictions on media freedom contribute to information silos, “hate spin,” and escalating inter-group tensions, ultimately weakening social cohesion, inclusion, and state legitimacy.
