National Council on U.S. Libya Relations Founded in 2016, the NCUSLR's mission is to better educate the US public on Libya and to promote relations between the people of both countries.

NCUSLR extends its sincere appreciation to General James L. Jones, former U.S. National Security Advisor, former Supreme Allied Commander Europe, and former Commandant of the U.S. Marine Corps, for joining our 8th Annual Conference on Capitol Hill: “Celebrating 230 Years of U.S.-Libya Relations; Quo Vadis?”

General Jones offered a strategic perspective that framed Libya not as a peripheral issue, but as central to broader regional stability. He emphasized that any serious path forward must include all of Libya’s regions, including Fezzan and the south, given their importance to border security, counter-smuggling, counterterrorism, energy access, and national integration.

His remarks emphasized the importance of a sovereign and unified Libya, civilian-controlled security institutions, transparent economic governance, stable energy production, and reduced space for malign external influence. He also emphasized that Libya’s stability requires more than political dialogue; it requires functioning national institutions, practical cooperation, and arrangements that benefit the Libyan people.

NCUSLR was honored to welcome General Jones and thanks him for contributing to a serious, constructive, and forward-looking dialogue on Libya’s stability, state-building, and stronger U.S.-Libya relations.

قدّم الجنرال جونز رؤية استراتيجية اعتبرت ليبيا ليست قضية هامشية، بل دولة محورية للاستقرار الإقليمي الأوسع. وأكد أن أي مسار جاد للمضي قدمًا يجب أن يشمل جميع أقاليم ليبيا، بما في ذلك فزان والجنوب الليبي، نظرًا لأهميتهما في أمن الحدود، ومكافحة التهريب، ومكافحة الإرهاب، والوصول إلى موارد الطاقة، وتعزيز الاندماج الوطني.

وشددت مداخلته على أهمية دعم ليبيا موحدة وذات سيادة، وبناء مؤسسات أمنية خاضعة للقيادة المدنية، وتعزيز الحوكمة الاقتصادية الشفافة، واستقرار إنتاج الطاقة، وتقليص مساحة التدخلات الخارجية السلبية. كما أكد أن استقرار ليبيا لا يتحقق بالحوار السياسي وحده، بل يتطلب مؤسسات وطنية فاعلة، وتعاونًا عمليًا، وترتيبات تصب في مصلحة الشعب الليبي.

The National Council on U.S.-Libya Relations was honored to welcome Massad Boulos, United States Senior Advisor on Arab and African Affairs, to our 8th Annual Conference on Capitol Hill, “Celebrating 230 Years of U.S.-Libya Relations: Quo Vadis?”

In his remarks, Mr. Boulos emphasized Libyan unity, stronger national institutions, transparent economic governance, and deeper cooperation across the east, west, and south. He also highlighted Libya’s first unified budget in 13 years as a landmark achievement. This success is attributed to dialogue, compromise, and coordination among Libyan stakeholders, with United States support.

We extend our sincere appreciation to Mr. Boulos for joining us and for his continued support of a Libya-led path toward stability, prosperity, and institutional unity.

تشرّف المجلس الوطني للعلاقات الأمريكية الليبية باستقبال السيد مسعد بولس، كبير مستشاري الولايات المتحدة للشؤون العربية والأفريقية، في مؤتمرنا السنوي الثامن في مبنى الكابيتول، تحت عنوان: «الاحتفال بمرور 230 عامًا على العلاقات الأمريكية الليبية: إلى أين؟»

We are delighted to announce the launch of the U.S.-Libya Business Circuit, an initiative by the National Council on U.S.-Libya Relations, with its Inaugural Meeting on April 23, 2026, at the Rayburn House Office Building.

At a pivotal moment for U.S.-Libya economic relations, this initiative will:
• Expand access to reliable market insights
• Provide clearer regulatory and sector-specific context
• Connect stakeholders with credible local networks

We are pleased to announce our distinguished speakers for the National Council on U.S.-Libya Relations 8th Annual Conference, taking place on Friday, April 24, 2026, in the Gold Room of the Rayburn House Office Building on Capitol Hill in Washington, DC.

This year’s conference commemorates more than two centuries of U.S.–Libya diplomatic engagement, beginning with the 1796 Treaty of Peace between the United States and the state of Tripoli. The year 1796 marked the beginning of formal U.S.–Libya relations through the Treaty of Peace between the United States and the state of Tripoli. Since then, the relationship has evolved through Ottoman and Italian colonial rule, independence, Cold War dynamics, periods of confrontation and isolation, and, more recently, renewed engagement, shaping one of the longest diplomatic ties in the region.

The National Council on U.S.–Libya Relations 8th Annual Conference will commemorate this complex history and explore future cooperation in national security, economic development, political dialogue, and regional engagement. As always, the conference will bring together leading voices for one of the most authoritative forums on Libya and U.S.–Libya relations.
