Over $1.5 billion.

That’s how much DC institutions have now directed to local businesses through the DC Community Anchor Partnership (DCAP) since 2017.

When DCAP launched, less than 3% of procurement from some major institutions was going to DC-based small businesses. Today, that system looks very different.

Today, we joined Mayor Muriel Bowser and our anchor institution partners to celebrate this milestone—recognizing the hospitals, universities, utilities, and employers that have helped shift how procurement can drive inclusive economic growth.

And we’re just getting started. DCAP is now setting its sights on $3 billion in local procurement by 2030.

This morning, Coalition staff, organizational members, District residents, and community allies came together for our 2026 Advocacy Day. More than 60 dedicated advocates met with the offices of 12 Councilmembers to champion the resources and investments that sustain DC’s affordable housing, workforce, small business, and community economic development ecosystem.

Though Advocacy Day is an annual tradition, this year felt different.

The FY2027 budget season brings unprecedented fiscal challenges and difficult decisions for District leaders. In moments like these, it becomes even more important to remain grounded in what the data, outcomes, and experiences of communities continue to show us.

Strategic investments in community economic development matter.

Our conversations today focused on sustaining the critical supports and opportunities that residents, entrepreneurs, workers, and neighborhoods across the District already rely on every day. We know there is still significant work ahead, but we also know the impact these programs continue to have when communities are meaningfully supported.

We’re grateful to every advocate, member organization, resident, and Councilmember, and Council office that engaged in these important conversations.

This doesn't end here. The work continues in the coming weeks as markups begin. The Coalition looks forward to continued conversation with councilmembers and to serving as a resource for the vital facts, data, and on-the-ground experience needed to inform the FY2027 budget.
