Last week, NCN submitted formal comments opposing the proposed elimination of the ANA SEDS and SEDS-AK programs—longstanding initiatives that have supported economic development, Tribal capacity, and the growth of Native CDFIs for over 30 years.

These programs play a critical role in expanding access to capital for Native businesses, homeowners, and community development projects. NCN’s comments highlight concerns that the proposed changes would narrow funding priorities and reduce support for core economic development and technical assistance in Native communities.

NCN joined six other national Native organizations at a “Tribal Outreach Roundtable” hosted by the New Democratic Coalition, which features 114 “pragmatic House Democrats who work across the aisle and across the Capitol to advance innovative, inclusive, and forward-looking policies.” NCN Policy Consultant Ian Record highlighted our top policy and funding priorities, including the timely release of NACA funding, increased investment for FY 2027, and advancing key legislation like the AFFORD Act.

Last week in Sacramento, NCN co-hosted the California CDFI Summit with CalCCI—bringing together CDFIs, Tribal leaders, funders, and partners for two days of advocacy, strategy, and connection.

Advocacy Day at the State Capitol focused on renewing the $50M Cal IIP fund, where 20% of funding is dedicated to emerging CDFIs, creating a critical pathway for Native CDFIs to access resources that can be leveraged to meet the needs of Tribal communities across California.

NCN also led two working sessions to identify gaps, elevate Native-led solutions, and officially launch our California initiative—a focused effort to strengthen and expand Native CDFIs statewide.

As NCN CEO Pete Upton shared: “Native CDFIs lead with relationships, not transactions.”

We’re grateful to our partners and look forward to continuing this work across California.

The House Appropriations Subcommittee has released its FY 2027 funding bill, proposing $276M for the CDFI Fund, including $35M for the NACA Program—a $7M increase from FY 2026 levels.

Treasury has yet to publicly share an update regarding when it will announce and disburse the FY 2025 NACA FA awards.

📢NCN Policy Update📢
♦️ After a year-long delay, NCN confirmed that OMB will apportion to Treasury the remaining $289 million in Congressionally authorized FY 2025 funding for the CDFI Fund.

♦️The U.S. Department of the Treasury announced upcoming rule changes related to CDFI Fund awards under federal law (PRWORA), aimed at ensuring compliance with eligibility requirements for federally funded benefits.

Treasury also signaled new requirements for certified CDFIs, including updates to funding agreements that reinforce compliance with federal anti-discrimination laws. This would require CDFIs to adopt and maintain policies and procedures aligned with these standards.
