📣 We are pleased to announce the extension of the UK DIGIT international technical assistance project for another year.

ℹ️ The Digitalisation for Growth, Integrity and Transparency Project (UK DIGIT) is implemented with the support of UK International Development (UK Dev) and will run through March 2027.

In its second year, the project has been updated to respond even more flexibly to Ukraine’s evolving needs in digital governance during wartime and recovery, while also strengthening the UK–Ukraine partnership in innovation.
In this new phase, the project focuses on three key objectives:

✅ Build more responsive, transparent, and effective public services
✅Support economic recovery and mobilise domestic revenue
✅Leverage mutual opportunities for the UK and Ukraine through partnership on innovation developing more efficient, transparent, and user-friendly public services

🤝 To achieve these results, we work closely with our government partner – Ministry of Digital Transformation of Ukraine – as well as a number of other public sector institutions.

The UK DIGIT team is strengthened by implementing partners – Better Regulation Delivery Office (BRDO) and East Europe Foundation (EEF) – which bring extensive expertise in digital transformation, deregulation, innovation development, and digital solutions for the public sector.

🙌 Together, we work to design and implement long-term digital governance solutions that enhance interaction between the state, citizens, and businesses, support economic development, and align with Ukraine’s European integration agenda.

💡 Amid Russia’s full-scale invasion, Ukraine continues to modernise public administration by developing digital services that simplify interactions between the state, citizens, and businesses, support the economy, and improve the effectiveness of governance.

Digital technologies are a key enabler of this transformation – enhancing service quality, ensuring transparency, and strengthening trust between the state and society.

By strengthening digital infrastructure and institutional capacity, UK DIGIT contributes to building a modern, efficient, and resilient state. Deepening UK–Ukraine cooperation in innovation will support the development of joint solutions, attract investment, and strengthen the innovation capacity of both countries.

Shortly after Russia's full-scale invasion of Ukraine in 2022, a kindergarten in Irpin, Ukraine, was destroyed amid the war. One year later, it reopened — rebuilt, renamed, and full of children again. That's the power of communities leading their own recovery.

Through the DREAM platform, Ukrainian towns and cities are managing reconstruction and public investment projects with full transparency — tracking every investment in schools, hospitals, roads, and housing.

In 2025, with support from the UK DIGIT project led by Eurasia Foundation, 14,000 officials across Ukraine were trained on how to attract funding, prioritize projects, and ensure aid reaches the people who need it most. Maxim Grădinari is the living legacy of global disability rights advocate Judith Heumann.

He was a participant of Eurasia Foundation’s Judy Initiative in Moldova, working to make healthcare access more inclusive. When the project ended early due to foreign aid cuts, Maxim didn’t give up. He pushed forward, and today ramps stand where barriers once did at the Family Doctors’ Center and Palace of Culture in Rezina.

“Accessibility is not a luxury, but a necessity and a fundamental right,” he said.

This March 4, we honor Judy’s legacy. Let’s for a world that includes everyone.

The government of Ukraine has launched Obriy, a digital employment platform to match job seekers with employers and address the country’s stubbornly high unemployment amid Russia's war with Ukraine.

By the end of 2025, Ukraine's unemployment rate was estimated at nearly 16%, significantly higher than the average for the European Union. Due to men entering military service, it has become more difficult to fill jobs that were traditionally held by men, and women are making up a greater share of the unemployed.

Obriy (the Ukrainian word for “horizon”) is designed to solve this skills mismatch and will align retraining programs with the needs of employers.

Ukraine’s digital app Diia, which delivers government-issued IDs and public services to millions of citizens amid a war, has generated tremendous international interest. However, other governments have struggled to translate Ukraine’s successful model into their systems.

Eurasia Foundation is proud to partner with Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), the Ministry of Digital Transformation of Ukraine, and the GovStack initiative to share lessons learned from the Diia experience so other countries can adapt the model to their own digital challenges.

What is the key to fighting corruption? Transparency.

On International Anti-Corruption Day, we are proud to highlight Eurasia Foundation's work in Ukraine, which is transforming how the country governs through digital solutions that make corruption more difficult to hide.

The latest corruption scandal in Ukraine confirms a hard truth: corruption pressures persist, and continued investment in tools that reduce opportunities for abuse is essential. Built with support from the United States, the United Kingdom, and other European governments, these tools have delivered tangible savings and built public trust.

The digital public service app Diia, used by 23 million Ukrainians, saves an estimated $176 million annually by eliminating opportunities for bribes.

And Ukraine's online public procurement platform Prozorro has saved over $9.2 billion in public spending in Ukraine by providing fair market access to all firms, not just those linked to oligarchs.

Eurasia Foundation congratulates our long-time partner, the Kyiv School of Economics (KSE), on reaching a new chapter of growth and impact. This fall, KSE welcomed 955 new students, the largest class in its history!

KSE attracts some of Ukraine's brightest minds. Nearly half of all students receive scholarships, creating opportunities for war-affected youth, children of defenders, internally displaced students, and young people returning to rebuild their country.
