[A MAJOR AWARD] This week, the National Small Business Association's SBTC Executive Director Jere Glover became and inductee into The Bayh-Dole Coalition Hall of Fame at the 2026 Face of American Innovation Award Presentation.

This honor comes in recognition of Mr. Glover's critical role in passing the Bayh-Dole Act in 1980.

Despite broad bipartisan support for this landmark legislation, which passed unanimously in both the House and Senate, the policy faced resistance from President Carter's Administration, with concern the bill would not be signed during a recess and ultimately result in a pocket veto.

As Deputy Chief Counsel of the Office of Advocacy in the U.S. Small Business Administration (SBA), Mr. Glover strongly advocated for the bill to be signed, arguing it would benefit and incentivize small businesses to work with and accept funding from the federal government.

Along with his boss, Milton Stewart, Mr. Glover elevated the issue to the White House Chief of Staff, and, thanks to their efforts, President Carter signed the Bayh-Dole Act on Dec. 12, 1980, with only one day remaining ahead of the automatic veto.

[CTA UPDATE] Awaiting a decision from the Supreme Court of the United States (SCOTUS) on whether the Court will consider its challenge, NSBA continues urging Congress and the Administration to act to permanently codify Treasury's decision to limit enforcement of the Corporate Transparency Act (CTA) to only foreign entities.

In April, NSBA filed to have SCOTUS take up its case for small business against the Corporate Transparency Act (CTA) - DOJ now has until June 22 to reply and indicate if they support moving the case forward with SCOTUS or not.
