Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health is a USAID-funded, five-year project (2022–2027), implemented by a consortium of partners, led by Palladium. Community healthcare workers are a critical component of worldwide.

In efforts to uplift the importance of community health workers, PROPEL Health, in collaboration with USAID Global Health and the O'Neill Institute for National and Global Health Law at Georgetown, supported the development of a report through the Community Health Diversity Partnership entitled, Investing in Community Health Workers to Accelerate Primary Health Care, available at https://propel.pub/1xo

As led by Erin McGinn on behalf of PROPEL Health, this report compiled data on the community health workforce from 16 countries worldwide. During the World Health Summit, Atul Gawande launched this report to unite countries, donors, multilateral organizations, and civil society to support the integration of community health workforce within health systems worldwide.

In Guatemala, USAID Guatemala through PROPEL Health supported the Ministerio de Salud Pública y Asistencia Social to prepare a financial analysis of the health sector. This analysis was used by Ministry officials to successfully advocate for a US$146.2 million health budget increase.

This budget expansion includes:
✔️ US$2.1 million for and , a 17% increase from the previous year
✔️ US$79.8 million for the construction of a hospital specialized in cancer prevention, care, and treatment

With more funding for health, Guatemala will be able to continue and scale up programs like these to support maternal and child health in rural communities: https://lnkd.in/gGnQjS6U

As we kick off , we're reflecting on what's been accomplished thus far and what more needs to be done.

In , USAID Kenya through PROPEL Health supported 9 counties with their budget formulation process, by working with each county to convene working group meetings, set priorities, determine resource requirements, and share recommendations.

As a result, 6 counties increased their health budgets for the next fiscal year by a combined US$26.5 million, with 49% of the overall budget increase for health.

As we reflect on 2024, we are proud of the accomplishments in conjunction with our country partners around the world. Working in 22 countries, with mission buy-in from 16 countries and new collaborations underway in Jordan, Madagascar, Timor-Leste and Zambia, we have:

✔️Helped our partners mobilize more than US$876 million for health from public and private sources.

✔️Provided technical support to country governments to develop, adopt, revise, and/or implement and monitor over 74 policies.

✔️Scaled up our work to strengthen global health security and support resilient health systems in several countries, including Guatemala, El Salvador, Honduras, and Madagascar.

✔️Helped establish, expand, strengthen, or reform 29 government institutions.

As we look to 2025, we are excited to continue on this momentum and work with country counterparts to build stronger, equitable, more resilient, and tailored health systems around the world.

PROPEL Health teamed up with the El Salvador Ministry of Health and USAID to facilitate a pilot training course for 100 community health workers on health service delivery with a focus on One Health.

One of the graduates said: “I learned that health promotion is more than just giving talks in schools, but we should be more aware of what is happening with the population and any outbreak of disease.”

PROPEL Health and local partner Busara Center for Behavioral Economics are disrupting the “negative feedback loop of inadequate comprehensive care for survivors” of (GBV) in . What’s more, their unique approach could change how we identify and design policy interventions.

Using mapping, a computational systems model, and behavioral science, the team was able to identify 15 interventions that could positively impact Guatemala’s health system and survivors.

Our Story

For over 20 years, the United States Agency for International Development (USAID) has funded global health policy projects focused on evidence-driven policies. The newest project called Health Policy Plus (HP+) is a seven-year $185 million project, implemented by Palladium with its global health partners Avenir Health, Futures Group Global Outreach, Plan International USA, Population Reference Bureau, RTI International, The White Ribbon Alliance for Safe Motherhood, and ThinkWell.

The Health Policy Project (HPP) (2010-2015) contributed to improved health outcomes through strengthening the efficiency, effectiveness, and equity of health systems. HPP focused on the policy aspects of family planning and reproductive health, HIV, and maternal health. We also assisted countries to improve health outcomes by addressing barriers due to gender inequalities, socioeconomic status, stigma and discrimination, operational issues, and other factors that prevent people from seeking the health services they need. Throughout our work, we encouraged in-country capacity for policy, advocacy, governance, and finance.

The USAID | Health Policy Initiative (2005-2010) was an Indefinite Quantity Contract (IQC) awarded by and for the exclusive use of USAID. The initiative exercised global leadership and provided field-level programming in health policy development and implementation. The technical and related assistance provided under this procurement improved the enabling environment for health, making it possible for women and men around the world to obtain and use the information and services they need for better health, especially in the areas of family planning and reproductive health (FP/RH), HIV and AIDS, and maternal health.

The POLICY Project, I & II (1995-2000 and 2000-2006), led a major effort to improve the policy environment for family planning/reproductive health (FP/RH), HIV, and maternal health in developing countries. Implemented in two phases, the project combined several USAID technical assistance areas—namely awareness raising, policy dialogue, and policy formulation—into a single program. POLICY's mandate was to improve policies for an expanded range of reproductive health issues, including HIV and maternal health and to strengthen these policies by promoting multisectoral involvement in policy development processes.
