UN REPORT WARNS OF REPRISALS AGAINST THOSE COOPERATING WITH THE UNITED NATIONS — INCLUDING CONCERNS AFFECTING KHMER-KROM INDIVIDUALS
On September 16, 2026, the United Nations released the Secretary-General’s annual report on intimidation and reprisals against individuals and organizations cooperating with UN human rights mechanisms.
The report documents disturbing global trends of intimidation, surveillance, threats, arbitrary detention, movement restrictions, harassment of family members, digital surveillance, and transnational repression. It warns that Indigenous Peoples face heightened risks when engaging with the United Nations and defending their communities' rights.
Concerns about reprisals against Khmer-Krom individuals in Viet Nam are reflected in the UN’s reporting. Khmer-Krom human rights defenders, activists, Theravada Buddhist monks, and community members have faced intimidation, surveillance, arrest, and prosecution while peacefully advocating for their Indigenous identity, religious freedom, cultural rights, and fundamental human rights, including engagement with UN human rights mechanisms.
In July 2025, UN human rights experts formally raised with the Government of Viet Nam the cases of 17 Khmer-Krom individuals, expressing grave concern over a possible consistent and systemic pattern of arrest, detention, prosecution, and ill-treatment targeting Khmer-Krom individuals for peacefully exercising their rights.
The Khmers Kampuchea-Krom Federation (KKF) welcomes the United Nations' continued attention to intimidation and reprisals. No Khmer-Krom individual should face threats, imprisonment, surveillance or retaliation for peacefully speaking about human rights or engaging with the United Nations.
As the UN stated today: “People must be able to cooperate freely with the UN.”
KKF calls on Viet Nam to end all intimidation and reprisals against Khmer-Krom human rights defenders, Buddhist monks and community members, and to ensure that they can engage freely and safely with United Nations human rights mechanisms.
