Public Lands Council (PLC) strives to maintain a stable business environment for ranchers with public lands grazing rights. Founded in 1968 and based in Washington, DC, we work with Congress and the federal agencies to represent the 22,000 ranchers who operate on public lands. These ranchers serve as the caretakers of the range, the economic drivers of the rural West, and providers of food and fib

BLM Double Header Today: ✅updating grazing regs and ❌rescinding Public Lands Rule!

BLM proposed changes to grazing regulations for the first time in several decades and finalized the rollback of the 2024 Public Lands Rule that would have imbalanced multiple use and jeopardized grazing across the West..

PLC appreciates these decisive actions from Secretary Burgum and the U.S. Department of the Interior/ of Land Management team to modernize and improve the way the BLM works with public lands grazing permittees.

Ranchers tackle every challenge that comes their way as they raise the finest food and fiber in the world.

They shouldn’t also have to bear the brunt of losses caused by a federally-protected predator that should have been delisted more than a decade ago. Science is clear, and multiple administrations from both parties have agreed — the gray wolf is recovered and no longer needs Endangered Species Act protections.

Join us in telling Congress to stop the cycle of frivolous litigation and to support sound science by passing the Pet and Livestock Protection Act to delist gray wolves in the lower 48.

Grazing plays an important role in supporting healthy, functioning rangelands. Grazing contributes to long-term land health in several key ways. Some of the benefits of well-managed grazing include:

• Reducing wildfire risk by decreasing excess dry vegetation and lowering fuel loads that can lead to more intense fires

• Helping control invasive species, like cheatgrass, by removing dead plant material and disrupting seed cycles through digestion

• Supporting soil health by encouraging plant growth and increasing carbon storage in soils and vegetation

Across working landscapes, grazing remains a practical tool that supports the people and places that depend on them.

Today, ranchers manage nearly 250 million acres across the West, including public and private land, continuing a long tradition of working lands stewardship that has shaped the American landscape for generations.

Public lands ranchers serve as a frontline defense against catastrophic wildfire, invasive species, and other threats to the health of America’s rangelands. Through active management and responsible grazing, they help maintain open space, support wildlife habitat, and sustain the productivity of these vast landscapes.

As we approach America’s 250th anniversary, we recognize the enduring role of ranching in the history and future of the West.

Legislative Conference 2026 is underway in Washington, D.C.

Thanks to our exclusive partner, Envu U.S., for their support of this meeting.

Supporting ranchers’ management of their own pastures also means supporting permittees’ voices in the halls of Congress and across the agencies!

Each year, public lands ranchers and industry leaders travel to Washington, D.C. to ensure the voices of those who live and work on the land are represented in policy discussions.

For those who steward our working lands every day, decisions made in Congress and by federal agencies directly impact grazing access, land management, and the long-term health of rangeland ecosystems.

Events like the PLC Legislative Conference bring together cattle and sheep producers, policymakers, and agency leaders to discuss the challenges and opportunities facing the American West — from regulatory frameworks to market access and the future of public lands grazing.

This week, we’re connecting the realities of public lands grazing with federal policy.

With 2026 declared as the International Year of Rangelands and Pastoralists (IYRP), we celebrate the value of these working landscapes and the people who steward them.

Rangelands cover nearly half of the Earth’s surface and support biodiversity, food systems, and rural livelihoods. These dynamic ecosystems play a vital role in maintaining soil health, storing carbon, mitigating wildfire risk, and so much more.

Public lands ranchers across the U.S. are an instrumental part of the global story.

Across the West, permittees lead by example. PLC Secretary Robbie LeValley is no exception. LeValley was recently highlighted as U.S. Roundtable for Sustainable Beef's March producer of the month and had some great advice for the next generation:

➡️Work hard.
➡️Build relationships.
➡️Find mentors.
➡️Lead by example.

“Work hard in silence,” she adds. “Let success make the noise.”

Rangelands are working landscapes — sustaining livestock, water, biodiversity, and the rural communities that depend on them.

The International Year of Rangelands and Pastoralists (IYRP) recognizes the global importance of these lands and the people who steward them every day. For generations, livestock grazing on public lands has helped maintain open space, support healthy ecosystems, and sustain the economic and social foundations of the American West.

Healthy rangelands mean resilient communities, thriving wildlife habitat, and sustainable food and fiber production for the world. That's something worth celebrating today and every day.

We encourage leaders to join in this celebration by cosponsoring the IYRP resolutions and recognizing the value of rangelands and their stewards.
