As an organization that works to ensure every teen in foster care has lasting adult relationships, and that over the years has helped many teens build those connections, DCFYI is excited that there will soon be another option for teens to achieve permanency.
SOUL will be both a new type of permanency and the first time the District's child welfare agency has developed a new program in collaboration with, and following the lead of, those who will be most affected: young people themselves.
Since January 2024, DCFYI has been working with these "Lived Experts" to create a new and innovative legal permanency goal. We are in awe of the young people who have worked tirelessly to develop this legislation and courageously shared their personal experiences, and we thank the staff at the DC Child and Family Services Agency, Office of the Attorney General, and Children's Law Center for their active collaboration throughout this process. Special thanks to Councilmember Zachary Parker and DC Councilmember Brooke Pinto, who have championed the legislation and consistently listened to and celebrated the efforts of the Lived Experts every step of the way.
