We bring together researchers and decision-makers to design, rigorously evaluate, and refine these solutions and their applications — ensuring that the evidence created is used to improve lives. Since our founding in 2002, Innovations for Poverty Action (IPA) has worked with over 600

leading academics to conduct over 830 evaluations in 51 countries. Our research has informed hundreds of successful programs that have an impact on millions of individuals worldwide.

Five days to go until the National Launch of the Philippines Socioeconomic Panel Survey (PSPS) Wave 1 Data!

Join researchers, policymakers, development practitioners, and government partners for a discussion on how longitudinal panel surveys can strengthen evidence-based policymaking, program design, and impact evaluation in the Philippines.

The program will feature a keynote address by Dean Karlan, Professor of Economics and Finance at Northwestern University and IPA’s founder, alongside a presentation of descriptive statistics from PSPS Wave 1. A panel discussion will bring together policymakers and practitioners to reflect on key policy priorities, challenges in designing and evaluating programs, and opportunities for collaboration using panel survey data.

Afternoon breakout sessions will focus on impact evaluation, research design, and how PSPS data can inform policymaking.

IPA, in collaboration with the Rwanda Basic Education Board - REB and UNICEF, is supporting the roll out of the Continuous Professional Development (CPD) Module within Rwanda's Teacher Management Information System (TMIS).

TMIS now manages over 100,000 public school teachers across recruitment, transfers, maternity leave, and scholarships. The CPD Module extends the platform to teacher training, helping REB plan and support teacher development nationwide.

We are two weeks away from the National Launch of the Philippines Socioeconomic Panel Survey (PSPS) Wave 1 Data!

The PSPS is a 20-year panel survey tracking over 15,000 rural households across Western Visayas and the Negros Island Region.

On June 2, we bring together policymakers, researchers, and development practitioners to explore how long-term, comparable data can strengthen evidence-based policy and planning in the Philippines.

Expect insights from speakers and discussants from the Global Poverty Research Lab (GPRL) at Northwestern University, Philippine Institute For Development Studies, UP School of Economics, UP Visayas Socio-Economic Research and Data Analytics Center, and provincial government partners in Western Visayas and the Negros Island Region.

Uganda’s education sector does not lack data. The challenge is making sure that data is consistently used to guide decisions and improve learning outcomes.

At the 5th Education Evidence Lab (EdLab) Retreat, IPA joined the Ministry of Education and Sports Uganda, researchers, universities, and development partners to align on practical ways to strengthen evidence use across the education sector.

Key priorities included:
→ Strengthening use of national education data systems
→ Improving evidence translation and data visualization
→ Launching a National Teacher Status Study
→ Developing a new national Monitoring & Evaluation framework
→ Creating regular evidence-sharing and learning spaces

The workshop reinforced EdLab’s role in connecting evidence to policy and supporting stronger decision-making across Uganda’s education system.

How can longitudinal panel surveys strengthen evidence-based evaluations and program design?

The Philippines Socioeconomic Panel Survey (PSPS), a 20-year longitudinal survey, addresses this need by providing a detailed socioeconomic portrait of more than 15,000 rural households across Western Visayas and Negros Occidental.

Join us at the National Launch of the PSPS Wave 1 Data on June 2, 2026 at the UP Visayas Iloilo City Campus.

The event will feature:
✅Presentation of descriptive statistics from PSPS Wave 1 with insights from Northwestern University Professor of Economics and Finance, and IPA’s Founder Dean Karlan;

The Uganda Education Policy Evidence and Implementation Lab (Embedded Lab) is working with the Directorate of Education Standards (DES) to make education data more useful for everyday decision-making.

At a recent training in Soroti City, education officials from 59 districts across Eastern and North Eastern Uganda came together to share how they are using data from systems like The Teacher Effectiveness and Learning Achievement (TELA) and e-Inspection in their work.

And the examples were practical:
→ Tracking teacher attendance
→ Monitoring student enrolment
→ Improving school reporting and follow-up
→ Guiding how resources are allocated

The conversation also focused on what could work better: making systems easier to use, reducing reporting burdens, and helping districts turn data into clear, actionable insights.

IPA’s Embedded Lab is proud to partner with DES to strengthen inspection systems and support better learning outcomes across Uganda.

Rwanda’s education system is making real progress, but important challenges remain.

At the recent State of Education Conference 2026, policymakers, educators, and partners came together to reflect on what’s working, and what needs to improve.

There’s a lot to build on:
→ Expanded access to education
→ Improved infrastructure
→ Stronger use of data for decision-making

But key challenges persist:
→ Learner progression across levels
→ Classroom congestion
→ Aligning education with labor market needs

One message came through clearly: evidence must drive action.

From strengthening foundational literacy and numeracy in early grades, to tracking outcomes in higher education, better use of data, including systems like SDMS, will be critical to improving learning outcomes for all.

As Rwanda continues its education reforms, priorities include:
→ Supporting teachers with the right tools and training
→ Ensuring students build strong foundational skills
→ Aligning education systems with real-world economic opportunities

IPA is proud to support this work alongside the Government of Rwanda and partners, helping turn evidence into action.
